At the end of June 2021, Moscow authorities announced the transition to a single model of centralized accounting and reporting in organizations of the budget sector. The authority to organize and methodological support of the relevant processes is assigned to the metropolitan Department of Finance of the city.
About 2 thousand municipal structures of the department, as well as 121 GBU "Housing," were connected to "cloud accounting." According to the head of the Moscow Finance Department, Elena Zyabbarova, during the experiment, which was implemented in 2018, an IT infrastructure was created in which primary accounting documents are stored in digital form, a system of legally significant electronic document management has been created, and accounting and analytical functions in the platform are combined.
It is noted that the ability to promptly provide data on the financial and economic activities of institutions simplifies the process of making managerial decisions, ensures control of financial discipline and reduces tax and financial risks.
The next step in the implementation of the project to deploy a model of centralized budget accounting is the formation, together with the city's executive authorities, of a list of state institutions to be switched to centralized accounting. This will make it possible to draw up a "road map," determine ways and deadlines for centralization and begin the full implementation of a single accounting model in organizations of the budget sector of Moscow, "said Elena Zyabbarova, whose words are quoted on the official website of the Mayor of Moscow. |
He also added that the creation and development of centralized accounting and reporting systems ensures the integration of methodological, technological and analytical components. The model ensures consistency of accounting rules and harmonization of accounting functions based on a standardized accounting policy.[1]
