The Ministry of Digital Affairs allocated funds to automate the process of pre-trial appeals against decisions of control and supervisory bodies, as well as bringing all control processes in accordance with the new version of Law No. 248-FZ "On State Control (Supervision) and Municipal Control in the Russian Federation." In accordance with the provisions of which, from January 1, 2022, all claims to the activities of control and supervisory bodies are considered in the first stage in a pre-trial manner, and complaints will have to be filed through the GIS standard cloud decision of control and supervisory activities (LPC TOR ).

The process of processing complaints about the activities of control and supervisory bodies should be automated: an action logging system was introduced, and reporting on the work of the Pre-Trial Appeal subsystem was also visualized. Also in the subsystem "Pre-trial appeal" in 2022 should appear the opportunity:

• transfer of information about complaints to the state automated information system "Management";
• transmission and receipt of information from Regional Public Service Portals (RPGUs);
• transfer of information on complaints to the Unified Register of Control and Supervisory Measures (ERKNM);
• Obtaining information about the control/supervisory action against which the complaint was received from ERCMM;
• Send notifications to the messenger.

In addition, a tool for calculating the Digital Maturity indicators of regional control and supervisory systems should appear on the platform in 2022. That is, for each region, the ratio of automated oversight systems integrated with the platform to the total number of KND solutions operating in the region should be analyzed. The technical assignment published by the Ministry of Finance on the public procurement portal provides for the visualization of indicators of regional maturity and the possibility of comparison according to the chronological and geographical principle.

The price of improvements to the LPC TOR GIS is 295 million rubles. The winner of the tender was the company BARS Group, which submitted the only application for participation. The results on the refinement of the platform should be announced in the fall of 2022.

As indicated in the technical assignment of the Ministry of Digital Affairs, the main goal of the work on the development of GIS TOR LPC in 2021-2022 is to reduce the influence of the human factor when working in the system, as well as reduce the load on the inspector. To solve the tasks, the winner of the tender should improve the structure of the system menu, automate the execution of control and supervisory functions, finalize and create subsystems - Analytics and Reporting, Information Interaction, Reference Books, Administrative Records Management, Microservice Platform, Permitting Activity, Scrap Licensing and Prevention.

The press service of the Ministry of Digital Affairs told TAdviser that the modifications to the GIS TOR LPC provide an opportunity for all interested parties, including control and supervisory authorities to comply with the requirements of No. 248-FZ "On state control (supervision) and municipal control in the Russian Federation." According to the Ministry of Digital Affairs, inspectors will be able to conduct control and supervisory activities in the GIS TOR LPC in accordance with new digital standards. The use of the system will ensure the fixation of the full cycle of the existence of the violation: from the receipt of a complaint or the occurrence of an incident, to the elimination of the violation. Among other things, the GIS TOR LPC will record the execution of administrative punishment by the violator.

July 19, 2021 it became known about the creation in Russia of a digital platform for control and supervisory activities (LPC). It will combine the entire IT system of government agencies associated with the LPC and will provide analytical processing of this information in real time throughout the country.

Kommersant learned about the new project of the Government of the Russian Federation. According to the publication, due to access to analytics on all types of real-time control, its comparison with the data of the GAS "Management" and other state information systems, including budget ones, detailed and reliable assessments of the activities of the LPC, its performance, as well as the connection of the peculiarities of its structure in a particular body with indicators will become possible.

The digital platform project is considered as a new stage in the reform of the KND, which began in 2017, and will allow it to continue in a new capacity - as a constantly managed process.

The reform of control and supervisory activities solved several problems. For business, related problems were the large administrative burden on the verifiable, corruption and the threat of business destruction, the archaic nature of inspection technologies and the complexity of the requirements for the verifiable.

On July 1, 2021, the Unified Register of Types of State Control (Supervision) was launched in Russia. It will include information on all types of control (supervision) of the federal, regional and municipal levels, as well as their description. In addition, the register will indicate which oversight bodies will carry out a specific type of control.

From July 1 to 59 types of control, pre-trial appeal in a single system is mandatory, from January 1, 2023 it will become mandatory for all types of state control mentioned in the new law on German. By this time, a single digital platform should greatly expand the capabilities of the government in the KND, the newspaper writes^[1]
