Born June 4, 1968
In 1991 he graduated from the Leningrad Higher Military Engineering College of Communications named after Lensovet.
In 1998 he graduated from the Military Academy of Communications named after S.M. Budenny.
From 1986 to 2009 he served in the Armed Forces of the Russian Federation.
2010-2018 - Deputy Head of the Department, Head of the Department of Permit Work in the Field of Communications of the Federal Service for Supervision in the Field of Communications, Information Technology and Mass Communications.
On August 21, 2018, he was appointed director of the Radio Frequency and Communication Networks Regulation Department. Ministry of Digital Development, Communications and Mass Media Russia
Since May 2021, he was transferred to the post of Director of the Department of State Regulation of the Telecommunications Market of the Ministry of Digital Affairs.
