The project contractor was determined on the basis of an open tender held among Russian system integrators, manufacturers and suppliers of software and hardware. By a majority of the votes of the tender commission, X-Com was recognized as the winner, offering the best conditions for the implementation of the project and the maintenance of the created solution.

During the pre-design survey, an audit of the current information system of the enterprise was carried out, including software and hardware, client systems, as well as cable and wireless network equipment. The tasks for the hardware part of the computers used in the research activities of the software were also analyzed. As a result, recommendations were made on the composition of the workplace equipment and its detailed specifications were compiled.
