2021: Selection of Contractor for Development of Unified Advertising Turnover Accounting System in Runet

On September 7, 2021, it became known that the Unified Advertising Turnover Accounting System in Runet for 96 million rubles. will create AT Consulting, which, among other things, acted as an IT contractor for the Ministry of Internal Affairs. Due to a contract with the ministry in 2018, the co-owner of the company Sergey Shilov was even arrested.

The bidding was announced by the subordinate Roskomnadzor Main Radio Frequency Center at the end of August 2021, the results were announced on September 7, 2021.

Only two companies participated in the competition: the application was also submitted by the State Unitary Enterprise "St. Petersburg Information and Analytical Center." It proposed to create an accounting system for 94.5 million rubles. with an initial maximum price of almost 97 million rubles, AT Consulting - for almost 96 million rubles.

But the price was not the only criterion when choosing the winner. Among other selection criteria are qualitative characteristics of works and qualification of applicants. As a result, the first applicant scored less than 67 points, the second - 69.5 points. The decision to recognize AT Consulting as the winner was made by the competition commission unanimously.

In May 2021, the deputy from the LDPR party Sergey Zhigarev proposed to create a system of total advertising accounting on the Web. He introduced a bill to the State Duma, according to which information about all advertising that is posted on the Internet should be entered in a specially created base for this. Roskomnadzor, which supported this decision, should become responsible for the development and operation of such an accounting system.

Internet platforms, as well as advertising agencies acting as intermediaries, will be required to enter into the database information about all advertising campaigns whose work is aimed at consumers in Russia. The exception is social advertising.

As of September 2021, Mediascope, which is also a television audience meter authorized by Roskomnadzor, is engaged in tracking advertising campaigns in Russia, and DigitalBudget[1].
