2021: 1.6 billion rubles were pledged in the budget of the Russian Federation for the creation of the system
As it became known in September 2021, the draft three-year budget of Russia included costs of 1.6 billion rubles for the development of a system for monitoring the dissemination of information that can persuade or encourage children to "commit actions that pose a threat to their lives" or the life and health of others. It is expected that the implementation of this project will be carried out by the autonomous non-profit organization Center for the Study and Network Monitoring of the Youth Environment (ANO TSISM).
According to RBC with reference to the explanatory note to the draft budget of the Russian Federation, the center will receive 551.1 million rubles in 2022-2023 and 555.7 million rubles in 2024 under the federal project "Social Activity," the Federal Agency for Youth Affairs (Rosmolodezha) is responsible for execution. These funds, according to the document, will be used to develop software for analyzing students' written works to identify "a tendency to socially dangerous and destructive behavior." The system will help identify prone children to socially dangerous and destructive behavior. The head of Liquid Studio Accenture in Russia, Arseny Kondratyev, suggested that the department is expected to develop a neural network trained on texts written by people with mental or social disabilities.

From the data of the Federal Treasury, it follows that the ANO TsISM in 2021 allocated almost 245 million rubles from the president's reserve fund for the same purposes, but they were not transferred to the center by the end of September 2021.
The task of CISM is to identify content related to suicidal manifestations, cyberbullying, the spread of criminal subculture and other destructive trends.[1]
