Clinical Hospital No. 4 of the city of Vladivostok (VKB4) is one of the oldest medical institutions in the Primorsky Territory. The first first aid post, on the basis of which a whole hospital subsequently appeared, was opened in 1917. As of September 2021, VKB4 is a multidisciplinary medical institution with a round-the-clock hospital, a polyclinic and a polyclinic department located on Popova Island.

FAS fined companies in Primorye for cartel collusion in the supply of medical equipment to the hospital

On March 1, 2024, the Office of the Federal Antimonopoly Service for the Primorsky Territory announced the imposition of a fine on participants in the medical cartel. LLC Simran, LLC Poly-Trade, LLC Agat Plus and LLC Hardey entered into a conspiracy in the supply of equipment and drugs to the Vladivostok Clinical Hospital No. 4. Read more here.

FAS revealed a cartel in the supply of medical equipment for 23 million rubles to the Vladivostok hospital

The Primorsky Department of the Federal Antimonopoly Service (OFAS) of Russia revealed a cartel in the supply of medical equipment for 23.3 million rubles to the Vladivostok Clinical Hospital No. 4. The press service of the department announced this on January 10, 2024.

Primorsky OFAS of Russia recognized LLC "Simran," LLC "Poly-Trade," LLC "Star Wind," LLC "Agat Plus" and LLC "Hardey" violated antimonopoly legislation. According to the regulator, the companies entered into and implemented an anti-competitive agreement for the supply of medicines, medical equipment, consumable material, as well as cleaning equipment for the needs of the VKB No. 4 KGBUZ.

The scheme of collusion consisted in the fact that the cartel participants applied for participation in procurement procedures and, in the absence of other competitors, refused to further fight. This behavior ensured the conclusion of a contract at the highest possible price in the absence of a competitive price offer, the OFAS said in a statement.

Companies were found to have violated Clause 2, Part 1, Article 11 of the Law on Protection of Competition (prohibition of collusion at tenders). By January 10, 2024, the issue of initiating an administrative case is being considered.

Collusion at the auction was revealed back in February 2023. Then, according to the OFAS, among the suspects in the conclusion of an anti-competitive agreement was an individual entrepreneur Ermolin M.V. The OFAS also planned to find out whether the Vladivostok Clinical Hospital No. 4 was involved in the agreement.

Vladivostok Clinical Hospital No. 4 includes a hospital with almost 400 beds, as well as a clinic. According to SPARK-Interfax, Simran LLC is registered in the Primorsky Territory and has been engaged in the wholesale of pharmaceutical products since 2016. LLC "Star Wind" was registered in 2011 in the Primorsky Territory and is engaged in the wholesale of pharmaceutical products.[1]
