2021: Launch of a single social IT system

At the end of September 2021, Ukraine launched the Unified Social Information System (EISS). As conceived by the authors of the initiative, it will significantly reduce the cost of maintaining social protection bodies.

According to Valery Bushko, Deputy Minister of Social Policy for Digital Development, Digital Transformations and Digitalization, the reduction in administrative expenses in the social sphere will amount to at least 50% or more than 6 billion UAH per year.

EISS will ensure full verification of social payments, will avoid the existence of "twins" and "dead souls" in a centralized system by checking the reliability of the data submitted by the applicant at the stage of processing the application, that is, before deciding on the appointment of social payments, "he wrote on his Facebook page.

In Ukraine, launch a single IT system of the social sphere

The deputy minister added that due to the completeness of all the data in the EISSS about the person who applied for state assistance, he will be able to use the service for the purpose of social payment in a few minutes and without additional certificates.

The introduction of electronic services, electronic document management and information exchanges between state registries and systems will save at least UAH 5 billion a year of state funds in the social sphere, "said Bushkov.

He also added that the introduction of EISS throughout the country will provide transparent control and the ability to monitor online over 700 billion UAH of annual budget expenditures on social protection of the population.

It is planned that the Unified Social Information System (EISSS) will allow every citizen who needs social support to receive it, including through the Diya public services portal.

The basis of the EISS is the Unified Social Register (ESR), which concentrates information about everyone who is eligible, receives or once received any type of state social support.[1]
