The Ministry of Digital Transformation of Ukraine is the state executive body of Ukraine, which is responsible for the implementation of government policy in the field of electronic management, informatization, development of the information society, the formation and use of national electronic information resources, and the digitalization of state authorities.

2023
American USAID was the leader among sponsors of the Ministry of Digital Development of Ukraine
In early February 2025, it became known that the US Agency for International Development (USAID) turned out to be the largest sponsor of the Ministry of Digital Transformation of Ukraine. A variety of projects were implemented for funds received from the American structure.
According to the Ukrainian version of Forbes magazine, in 2023 USAID provided funding for more than 30 projects Ministry of Digital Development Ukraine for a total of about $40.5 million. These initiatives included the development of applications for electronic booking and payment of excise taxes, as well as the creation of a special register to assess damage due to the situation. In addition, projects on regulation in the field of artificial intelligence, ensuring the cybersecurity of critical infrastructure and combating corruption are mentioned.
It is noted that the second place in terms of financial support Ministry of Digital Development Ukraine is with European Union $11.5 million, and the Ministry of Economic Cooperation and Development closes the top three Germany with $9.6 million. In addition, significant amounts were provided by the Swedish Agency for Development and Cooperation (SIDA). In total, four of the listed sources, including USAID, allocated $63.3 million to the Ukrainian Ministry of Digital Development in 2023.
However, earlier the US administration suspended USAID, which is why this organization stopped financing projects in Ukraine. Forbes emphasizes that in this regard, the Ministry of Digital Transformation of the country will have to look for a new source of funds for its initiatives. In Kyiv, they say that Ukraine is independently able to provide only military spending, while all other budget items are supported by financial assistance from other states.[1]

2022
Minister of Digital Transformation of Ukraine asks to stop Apple deliveries to Russia and block AppStore
On February 25, 2022, the Minister of Digital Transformation of Ukraine Fedorov asked the head of Apple to stop deliveries to Russia and block the App Store.
A government official outlined this demand in a letter addressed to Apple CEO Tim Cook. Fedorov also said that Apple should support US sanctions imposed on Russia after the "invasion."
In his letter, Fedorov claims that blocking access to Apple products could encourage young people in Russia to oppose "aggression."
The Ministry of Digital Development of Ukraine transferred part of the powers to determine state policy in the telecom industry
In February 2022, it became known about the transfer to the Ministry of Digital Transformation of Ukraine of part of the powers to determine state policy in the telecommunications industry. We are talking about electronic communications and radio frequency resources.
As the representative of the Ukrainian government Taras Melnichuk wrote in his Telegram channel, the Ministry of Digital Development will be endowed with new powers from July 1, 2022. Until the specified date, these functions will be performed by the State Service for Special Communications and Information Protection of Ukraine.
According to the explanatory note to the adopted government decree, on January 1, 2022, law No. 1089-IX "On Electronic Communications" entered into force, which defines the legal and organizational foundations of state policy in the fields of electronic communications and radio frequency spectrum. In accordance with subclause 47 of p. 3 of p. XIX "Final and transitional provisions" of the aforementioned law, Gosspetsvyaz lost its powers in the field of telecommunications and the use of the radio frequency resource of Ukraine.
According to the Law, operators must provide the subscriber with information about the minimum, average and maximum speeds. Internet
The law specifies that universal electronic communication services of broadband Internet access in a fixed place must provide speed in accordance with the indicators and parameters established by the central executive body in the fields of electronic communications and radio frequency spectrum.
These indicators are set at a level sufficient to maintain consumer access to such services (services):
- email;
- search engines that allow you to search for all types of information;
- basic electronic means of training and education;
- mass media on the Internet;
- e-commerce;
- internet banking;
- access to e-government services (electronic administrative services);
- social networks and messaging services on the Internet;
- voice and video connections.[2]

The Government of Ukraine approved the budget of the Ministry of Ministry of Digital Development for 2022
In mid-September 2021, the Ukrainian government approved the draft state budget for 2022. It says about the financing of the Ministry of Transformation in the amount of UAH 1.53 billion, which is 66.5% more than in 2021. In absolute terms, this corresponds to an increase of UAH 1.07 billion.
UAH 213.3 million of them will go to the management and management of the field of digital transformations. Another 317.9 million UAH are planned to finance electronic management. In addition, UAH 600 million was allocated for the development of priority projects in the field of IT, another UAH 400 million - for an electronic population census.
Total expenses and lending to the Ministry of Digital Development are planned in the amount of UAH 1.45 billion. Half of these funds will be directed to the national informatization program. Another part is on the development of the network of Centers for the Provision of Administrative Services and increasing the availability of the Internet in villages.
From January to June 2021, the Ministry of Digital Transformation, as reported by the department in September 2021, was able to save UAH 3 billion on state IT procurement.
Since 2019, the ministry approves all state IT purchases through the National Informatization Program. In particular, the creation of complex systems, registers, servers, as well as the purchase of equipment and even its repair are coordinated.
In the first half of 2021, 1,080 informatization projects were provided to the Ministry of Digital Development for approval.
At the same time, 50 applications did not pass approval for the following reasons:
- overestimation of the cost of projects;
- purchase of prohibited software;
- Non-compliance with technology and information protection standards
- lack of an integrated information security system.

2020
EC will allocate €2.7 million for the development of the digital economy in Ukraine
The European Commission plans to hire contractors to help the Ukrainian authorities develop a digital economy in the country. This is stated in the description of the EC tender.[4] got acquainted with the document[5].
The European Commission, as noted in the document, intends to support the Ministry of Digital Transformation of Ukraine and the Ukrainian National Commission, which carries out state regulation in the field of communications and informatization, in fulfilling obligations in the field of digital economy under the Association Agreement with the EU. 2.7 million will be allocated for this project. The EC expects to implement it in three years.
"In the course of this work, beneficiaries will be supported in the preparation, adoption, implementation and enforcement of legislative norms in accordance with Appendix XVII-3 to the Association Agreement and the Deep and Comprehensive Free Trade Area," the document emphasizes. |

Creation of the position of Technical Director of Ukraine
In December 2019, it became known about the appearance in Ukraine of the position of "technical director" of the country. The person who took it will be responsible for adhering to the principles of a single IT infrastructure architecture.
We followed the path of civilized states and the position of technical director of the country will soon appear. This is a person who will say what architecture we have, what technologies we choose, how we go from hardware to cloud, etc. We will separately present it and its vision on the architecture of the whole country. It seems to me that this is a very important step, because we will have a referee who will say that this is good, and this is bad, - said the Minister of Digital Transformation of Ukraine Mikhail Fedorov at a meeting of the leadership of the department and people's deputies-members of the Verkhovna Rada Committee on Digital Transformation. |
It is known that the position of technical director of the country will be established under the Ministry of Digital Transformation, which by the end of December 2019 determines the scope of duties of the employee who took it. It is previously known that he must be responsible and stand on the protection of a certain unified IT infrastructure of the state.
With the help of a new specialist, it is planned to develop a single architecture so that all initiated projects respond to it. The Technical Director shall perform the function of technical expertise of compliance in all projects with uniform rules and a single architecture, as well as ensure the renewal of this architecture at the technical level.
Also, the Ministry of Digital Transformation creates the positions of directors for digital information in Ukrainian regions and under ministries. In the ministries, they will be responsible for the digital transformation of a specific industry (health, education, etc.), and in the regions - to impose digital changes within the boundaries of a specific area.[6]
