Cybersecurity and countering Russia: what the State Intelligence Service of Ukraine agreed with the United States

On September 1, 2021, US President Joe Biden and Ukrainian President Vladimir Zelensky held talks in full-time format. They lasted about two hours at the White House. Following the meeting, several agreements were signed, one of which involves the cooperation of the State Special Communications and Information Protection Service of Ukraine and the American State Department. The State Intelligence Service also agreed to work together with the Agency for Cybersecurity and Infrastructure Security of the US State Department.

An agreement was concluded on the establishment of a secure communication line. As the head of the State Intelligence Service Yuriy Shchegol noted, the signing of the agreement, as well as the creation of national information exchange centers in the capitals of the two countries, is an important step for Ukraine and the United States.

In addition, according to the results of the meeting between Biden and Zelensky, by the end of 2021 it is planned to sign an agreement providing for the exchange of experience and information on countering the "aggression of the Russian Federation in cyberspace," as well as the development of joint protocols of action. The other terms of this agreement are as follows:

  • building a platform for sharing information on cyber incidents;
  • Joint action to protect critical information infrastructure and provide information to improve cyber response;
  • Exchange of experience within Risk Management.

Ukrainian Foreign Minister Dmitry Kuleba on ICTV noted that a frank conversation took place between the leaders, Zelensky was able to ask his American counterpart questions of interest, and the ideas expressed following the negotiations were taken into account by both parties.

Ukraine will create national cyber warfare

In mid-May 2021, it became known about the creation of Ukrainian national cyber warfare. This initiative was unanimously supported by all 21 members of the National Security and Defense Council (NSDC) of Ukraine, its secretary Alexei Danilov said. More details here.

2020

Drop in Ukrainian IB market by 22% to $68  million

According  to  analysts at DX  Agent, in 2020 the volume of the Ukrainian market for information security solutions decreased by  22%  and amounted to approximately $68  million  in customer prices (for  comparison:  in 2019 , it  grew by  52%  and reached $86  million).

As noted, software with   a 57% share  ($38.8  million) is still predominant in the sales structure, a quarter falls on  hardware and software solutions ($16.8  million), moreover, it was their  sales that fell  by 49%,  but the share of services increased by  two points  - to  18% ($12  million).

As for vendors,  the structure of top five  did not change:  as well as  a year ago,  etocisco, Check Point Software Technologies, Fortinet, Symantec  ieset. However, their  total share fell  from 56%  in 2019  to  50%  in 2020. Among large customers, as   a year earlier, Oschadbank leads with a  share  of 17-18%.


Ukraine will receive $38 million for cybersecurity from the United States

July 22, 2020 it became known that the United States will provide Ukraine with financial support in the amount of $38 million for the development of cybersecurity in the country. According to Fedorov, the other day the department began an active phase of cybersecurity reform in Ukraine. In particular, the leadership has been changed, and the State secure government line development of an effective and modern state cyber center has begun in order to ensure centralization and protection state IT Infrastructure and registries.

In March 2020, the State Department announced that the United States was allocating another $8 million to Ukraine to ensure cybersecurity in addition to the $10 million promised in 2017. Part of this funding was planned to be used to support the new project of the US Agency for International Development in the field of cybersecurity.[2]

2019: Ukrainian IB market valued at $153 million

The Ukrainian information security market in 2019 accounted for less than 0.1% of the national gross domestic product (GDP), which in absolute terms corresponds to $153 million. This was reported in October 2021 by the Agency for International Development (USAID).

According to experts, the IS market of Ukraine "is significantly underdeveloped compared to the markets of European countries." It is noted that in 2020 the volume of the global cybersecurity market grew by 7.6% and reached $153.2 billion.

The study also provides data according to which about 67% of Ukrainian companies faced problems in the field of cybersecurity, and 33% become victims of cybercriminals more than three times a month. 

According to the researchers, by October 2021 there is a large gap between demand and supply in the market.  So, public sector companies so far cover only 20-25% of their needs in the field of cybersecurity, and government agencies - from 20% to 50%.[3]
