2024: The Netherlands allocated €22 million for cybersecurity of Ukraine

On December 4, 2024, the Dutch authorities announced the provision of additional financial assistance to Ukraine in the amount of €22 million. These funds will go to initiatives related to cybersecurity and the development of air defense systems (air defense).

The allocation of funds was announced by Dutch Foreign Minister Caspar Veldkamp. At a meeting of the NATO-Ukraine Council, he stressed the importance of strengthening the military potential of Ukraine.

In general, as of October 2024, the total amount of military assistance to Ukraine from the Netherlands reached €3.76 billion. This amount includes the supply of F-16 fighters and equipment for them, tanks, artillery installations and armored vehicles, as well as medicines, ammunition and dry rations for soldiers. Earlier, Dutch Defense Minister Ruben Brekelmans said that the country's authorities plan to allocate about €400 million for the development of unmanned aerial vehicles (UAVs) for Ukraine. We are talking about all kinds of promising drones that can be used for reconnaissance, defense and attack.

2021

Cybersecurity and opposition to Russia: what Gosspetsvyaz of Ukraine agreed with the United States

On September 1, 2021, US President Joe Biden and Ukrainian President Volodymyr Zelenskyy held talks in full-time format. They lasted at the White House for about two hours. Following the meeting, several agreements were signed, one of which involves cooperation between the State Service for Special Communications and Information Protection of Ukraine and the American State Department. Gosspetsvyaz also agreed on joint work with the Agency for Cybersecurity and Infrastructure Security of the US State Department.

An agreement was concluded on the establishment of a secure communication line. As the head of Gosspetsvyaz Yuriy Shchegol noted, the signing of the agreement, as well as the creation of national centers for the exchange of information in the capitals of the two countries, is an important step for Ukraine and the United States.

In addition, according to the results of the meeting between Biden and Zelensky, it is planned to sign an agreement by the end of 2021, providing for the exchange of experience and information on countering "Russian aggression in cyberspace," as well as the development of joint protocols of action. Other terms of this agreement are as follows:

  • building a cyber incident information exchange platform;
  • joint actions to protect critical information infrastructure facilities and provide information to improve the cyber incident response system;
  • exchange of experience within the risk management system (Risk Management).

Ukrainian Foreign Minister Dmitry Kuleba on the ICTV channel noted that a frank conversation took place between the leaders, Zelensky was able to ask his American counterpart questions of interest, and the ideas expressed following the talks were taken into work by both sides.

2020

The fall of the Ukrainian information security market by 22%, to $68 million

According  to analysts at DX Agent, in 2020 the volume of the Ukrainian market for information security solutions decreased by 22% and amounted to approximately $68 million in customer prices (for comparison: in 2019 , it grew by 52% and reached $86 million).

As noted, software with   a share of 57% ($38.8 million) still prevails in the sales structure, a quarter falls on hardware and software solutions ($16.8 million), and it was their sales that fell by 49%, but the share of services increased by two points - up to 18% ($12 million).

However, their total share fell from 56% in 2019 to 50% in 2020. Among large customers, as  a year earlier, Oschadbank is in the lead with  a share of  17-18%.

2019: Ukrainian information security market valued at $153 million

The Ukrainian information security market in 2019 accounted for less than 0.1% of the national gross domestic product (GDP), which in absolute terms corresponds to $153 million. This was reported in October 2021 by the Agency for International Development (USAID).

According to experts, the information security market of Ukraine "is significantly underdeveloped compared to the markets of European countries." It is noted that in 2020 the global cybersecurity market grew by 7.6% and reached $153.2 billion.

The study also cites data according to which about 67% of Ukrainian companies have faced problems in the field of cybersecurity, and 33% become victims of cybercriminals more than three times a month. 

By October 2021, there is a wide gap between supply and demand in the market, the researchers said. Thus, public sector companies so far cover only 20-25% of their cybersecurity needs, and government agencies - from 20% to 50%.[4]
