2022: Plan to train five Ukrainian military cyber warriors in Spain, with US support

President of Ukraine ordered to create a cyber war
At the end of August 2021, President of Ukraine Volodymyr Zelenskyy signed a decree on the creation of cyber warfare in the country. With this document, published on the website of the Ukrainian leader, he put into effect the decision of the National Security and Defense Council (NSDC) on urgent measures to combat the country's cyber defense.
The President instructed the government to calculate the amount of material, technical and financial resources necessary to create and ensure the proper functioning of cyber warfare, as well as to determine the number of new type of troops in such a way that the ratio of military personnel, employees of the Ministry of Defense and other categories of persons is optimal.
The Cabinet of Ministers was instructed to develop and submit to the Verkhovna Rada a bill on the creation and functioning of cyber warfare in the system of the Ministry of Defense of Ukraine within two months.
Zelensky stressed that ensuring cybersecurity is one of Ukraine's priorities to counter cyber threats in the modern environment. As part of the strategy, it is planned to conduct joint exercises twice a year with the relevant NATO units, as well as financially stimulate specialists in this area who are in military, civil service or law enforcement agencies.
On September 14, 2021, NSDC Secretary Alexei Danilov held the first meeting on the creation of cyber warfare in the country. During the meeting, the main issues were the amount of material, technical and financial resources necessary to create and ensure the proper functioning of future cyber warheads, recruiting personnel, and identifying the main tasks. The event was attended by representatives of the Ministry of Defense, the office of the President of Ukraine and the State Service for Special Communications and Information Protection.[1][2]
Creation of national cyber warfare in Ukraine
In mid-May 2021, it became known about the creation of national cyber warfare in Ukraine. This initiative was unanimously supported by all 21 members of the National Security and Defense Council (NSDC) of Ukraine, his secretary Oleksiy Danilov said.
According to him, at the NSDC meeting, Ukraine's cybersecurity strategy for the next five years was also approved.

The cybersecurity strategy defines responsibilities and roles in resolving issues related to information security, and introduces new partnership mechanisms between public and private structures in this area.
The cyber war that is being created in Ukraine will primarily be directed against Russia, Crimea, Donbass, political analyst Bogdan Bezpalko believes. According to him, the creation of cyber warfare will cost Kyiv much cheaper than the formation of units of the navy, aviation and other units.
