The Minister of Digital Transformation of Ukraine asks to stop Apple's deliveries to Russia and block AppStore
On February 25, 2022, the Minister of Digital Transformation of Ukraine Fedorov asked the head of Apple to stop deliveries to Russia and block the App Store.
The government official stated this demand in a letter addressed to Apple CEO Tim Cook. Fedorov also said that Apple should support US sanctions imposed on Russia after the "invasion."
In his letter, Fedorov claims that blocking access to Apple products may encourage young people in Russia to oppose "aggression."
The Ministry of Digital Affairs of Ukraine transferred part of the powers to determine state policy in the telecom industry
In February 2022, it became known about the transfer to the Ministry of Digital Transformation of Ukraine of part of the powers to determine state policy in the telecommunications industry. We are talking about electronic communications and radio frequency resources.
As the representative of the Government of Ukraine Taras Melnichuk wrote in his Telegram channel, the Ministry of Digital Affairs will be vested with new powers from July 1, 2022. Until this date, these functions will be performed by the State Service for Special Communications and Information Protection of Ukraine.
According to the explanatory note to the adopted government decree, on January 1, 2022, Law No. 1089-IX "On Electronic Communications" entered into force, which defines the legal and organizational foundations of state policy in the fields of electronic communications and the radio frequency spectrum. In accordance with subparagraph 47 of p. 3 of p. XIX "Final and transitional provisions" of the said law, the State Intelligence Service has lost its authority in the field of telecommunications and the use of the radio frequency resource of Ukraine.
According to the Law, operators must provide the subscriber with information about the minimum, average and maximum speed. Internet
The law stipulates that universal electronic communication services of broadband Internet access in a fixed place must provide speed in accordance with the indicators and parameters established by the central executive body in the fields of electronic communications and radio frequency spectrum.
These indicators are set at a level sufficient to maintain consumer access to such services:
- e-mail;
- search engines capable of searching for all types of information;
- Basic e-learning and education;
- media on the Internet;
- e-commerce;
- Internet banking;
- Access to e-government (e-administration) services;
- social networks and messaging services on the Internet;
- voice and video connections.[1]

The Government of Ukraine approved the budget of the Ministry of Digital Affairs for 2022
In mid-September 2021, the Government of Ukraine approved the draft state budget for 2022. It says about the financing of the Ministry of Transformation in the amount of UAH 1.53 billion, which is 66.5% more than in 2021. In absolute terms, this corresponds to an increase of UAH 1.07 billion.
213.3 million UAH of them will go to the leadership and management of the sphere of digital transformation. Another UAH 317.9 million is planned to finance electronic management. In addition, 600 million UAH was allocated for the development of priority projects in the field of IT, another 400 million UAH - for the electronic population census.
The total expenses and lending of the Ministry of Digital Affairs are planned in the amount of UAH 1.45 billion. Half of these funds will be allocated to the national informatization program. Another part is to develop the network of Centers for the provision of administrative services and increase the availability of the Internet in villages.
From January to June 2021, the Ministry of Digital Transformation, as reported by the department in September 2021, was able to save UAH 3 billion on state IT purchases.
Since 2019, the ministry has approved all state IT purchases through the National Informatization Program. In particular, the creation of complex systems, registries, servers, as well as the purchase of equipment and even its repair are coordinated.
For the first half of 2021, 1080 informatization projects were submitted to the Ministry of Digital Affairs for approval.
At the same time, 50 applications did not pass approval for the following reasons:
- Overstatement of projects;
- Purchase of prohibited software;
- non-compliance with technology and information security standards;
- lack of a comprehensive information protection system.
Thanks to digitalization, we will be able to optimize taxpayers' expenses, make tenders transparent and effective, and also create a transparent IT ecosystem at the state level, the Ministry of Digital Affairs said.[2] |

2020
EC will allocate €2.7 million for the development of the digital economy in Ukraine
The European Commission plans to hire contractors to help the Ukrainian authorities develop the digital economy in the country. This is stated in the description of the EC tender.[3] will[4].
The European Commission, as noted in the document, intends to support the Ministry of Digital Transformation of Ukraine and the Ukrainian National Commission, which implements state regulation in the field of communications and informatization, in fulfilling obligations in the field of the digital economy under the Association Agreement with the EU. 2.7 million will be allocated for this project. The EC expects to implement it in three years.
"In the course of this work, beneficiaries will be supported in the preparation, adoption, implementation and enforcement of legislation in accordance with annex XVII-3 to the Association Agreement and the in-depth and comprehensive free trade zone," the document emphasizes. |
The project is aimed at "strengthening the potential of state structures" of Ukraine, the EC added.

2019
Creation of the post of technical director of Ukraine
In December 2019, it became known about the emergence in Ukraine of the post of "technical director" of the country. The occupant will be responsible for following the principles of a single IT infrastructure architecture.
We have followed the path of civilized states and will soon have the post of technical director of the country. This is a person who will say what architecture we have, what technologies we choose, how we move from "iron" to "cloud," etc. We will separately present him and his vision on the architecture of the whole country. It is known that the post of technical director of the country will be established under the Ministry of Digital Transformation, which by the end of December 2019 defines the responsibilities of the employee who occupied it. It is previously known that he should be responsible and stand by the protection of a certain unified IT infrastructure of the state.
With the help of a new specialist, it is planned to develop a single architecture so that all initiated projects respond to it. The Technical Director shall perform the function of technical examination of compliance with uniform rules and common architecture in all projects, as well as ensure that this architecture is updated at the technical level.
Also, the Ministry of Digital Transformation creates the posts of digital information directors in Ukrainian regions and under ministries. In ministries, they will be responsible for the digital transformation of a particular industry (health, education, etc.), and in the regions - to impose digital changes within the boundaries of a particular region.[5]
