2021: Creating a social network to exchange tax secrets

In October 2021, it became known about the creation in the Russian Social Network for the exchange of tax secrets. The service being developed by the Federal Tax Service was called "Climate Control," it is in experimental operation.

According to the head of the control department of the Federal Tax Service Maxim Chalikov, the platform will allow "to bring the information that we dispose of to the personal account of each taxpayer" and will work according to the principle of the social network. To obtain information about the counterparty, the taxpayer will be able to "knock" on his personal account and get the necessary information.

In a conversation with Vedomosti, a representative of the Ministry of Finance noted that the department intends to legalize the transfer of tax secrets at the request of its owner. In fact, companies will be given the right to dispose of tax secrets at their discretion through tax authorities. Only those data that the taxpayer opened access to and exclusively those to whom he allowed will be transferred, the representative of the Ministry of Finance emphasized. The initiative is being considered in response to the modern needs of taxpayers. They are not always ready to disclose information in public access mode - as the mechanism in force by October 2021 suggests, but at the same time they are interested in transferring data to a narrow circle of proxies, the representative of the Ministry of Finance explained.

The Climate Control service may be of interest to public procurement participants and companies that want to protect themselves from damping by tax savings of competitors, said Anton Danilov-Danilyan, co-chairman of the Business Russia public organization.

Access to tax secrecy with the consent of the taxpayer may be of interest to development institutions, departments and banks, said Andrei Shubin, executive director of Opora Rossii.[1]
