2021: Implementation of paperless document flow between departments

On July 1, 2021, the Pension Fund of Russia began accepting applications from parents who alone raise children and pregnant women for the issuance of benefits from the state. Previously, there were no such support measures aimed at single parents. The initiative was fixed by 151-FZ, signed on May 26, 2021. The organization of the process in accordance with the deadlines established by law and the prompt consideration of documents was possible only if the paperless document flow between the departments confirming the applicants' data was switched. The IT company Krok assisted in solving the problem of the FIU Branch of Moscow in interaction with the judicial authorities. This shortened the time frame for the consideration of applications and did not go beyond the established time frame.

Previously, parents raising children alone also fell under targeted support measures, but the decision was made at the regional level: on the initiative and in accordance with the financial capabilities of the regions. With the introduction of new rules at the federal level, support becomes more systemic and fixed in terms of amounts, and therefore more tangible for families. By the number of applicants, we can judge that the measure is in great demand. It should be noted that 99% of applications are submitted online through EPSU, which indicates the readiness of citizens to work with the portal and how convenient the process is for people if it takes place in electronic form, "said Zinaida Dmitrieva, head of the Department for the Organization of Social Payments of GU - FIU Branch in Moscow and the Moscow Region.

The FIU is given 30 days to check the documents and make a decision. The FIU receives data from the Unified State Register of Civil Registration, the Unified State Register of Real Estate, the Federal Tax Service of Russia in electronic form from automated systems. The only information that has previously been delayed in confirming is the data on the dissolution of marriage and on the payment of alimony provided by the magistrates' and district courts. And here it is important to understand that we are talking about documents that can date from 2004 to 2013, in accordance with the age of children entitled to benefits. Many data are stored in non-digitized form, which significantly slows down the search process. Each department is given 5 days to check the documents and send a response to the FIU. This does not take into account the process of forwarding paper versions of documents by mail. In this regard, the timing of the receipt of information could increase significantly, which threatened to disrupt the overall deadline for the consideration of the application.

The integration of the PFR document flow implemented by the KROK IT company in terms of requesting these documents with the judicial record-keeping system of 438 judicial stations of magistrates and 35 district courts of Moscow made it possible to exclude the loss of time for sending documents, comply with the deadline for considering applications and completely refuse to exchange paper documents in this process. CRIC specialists implemented the project in a short time - in 3 working days. In the capital the completion of private offices of the portal of courts of law of Moscow by mos-sud.ru (it is developed within the Complex information system of courts of law (PUSSYCATS SOY)) and also integration with the system of a common information space of Magistrates of the city of Moscow (AIS EIP) was made. As part of the document flow of the court, the CRIC introduced functionality for the automatic processing of requests from the FIU and providing answers to them. After updates, the process of sending and receiving electronic versions of documents between departments became instant. The security, reliability and legal significance of documents ensures the use of an electronic digital signature, which has previously been used by departments.
