Creation of an alternative electronics center in Sarov for ₽27 billion
The construction of the National Center for Physics and Mathematics (NCPM) in Sarov, specializing in the development of photonics as an alternative to traditional electronics, will require ₽27 billion investments from 2024 to 2027, which became known on December 4, 2024.
According to CNews, Dmitry Bisikalo, deputy scientific director of the NCPM, presented a development plan for the center, including the creation of scientific and general infrastructure, as well as the campus of Moscow State University-Sarov.
The project provides for the construction of five scientific facilities with a total area of 16 thousand square meters, including a collective use center, Astrophysics and Supermagnit laboratories, for which it is planned to allocate ₽5,86 billion.
The infrastructure of Moscow State University-Sarov will include seven facilities with an area of 50 thousand square meters, including an educational building and housing for two thousand researchers, with a budget of ₽11,14 billion.
Russian Prime Minister Mikhail Mishustin noted that the Russian market for photonics and laser technologies in 2023 reached ₽2 trillion, demonstrating annual growth of more than 10%.
The center is being created on behalf of the President of Russia to obtain world-class scientific results and strengthen the country's scientific potential. It will be based on the educational building of the Moscow State University branch, laboratories and the Sarov technopark with knowledge-intensive industries.
Associate Professor of the Moscow Polytechnic University Alexander Kazak said that leading scientific institutes of the Russian Academy of Sciences, universities and innovative companies are engaged in developments in the field of photonics in Russia.
It is planned to allocate ₽10 billion for the common infrastructure of the center, including a congress center, a hotel, engineering and transport facilities with a total area of 22 thousand square meters. Earlier in 2021, the government has already allocated ₽5 billion for the first stage of construction until 2024.[1]

Prime Minister Mikhail Mishustin signed a decree on the allocation of 5 billion rubles for the creation of the National Center for Physics and Mathematics (NCPM) in Sarov. This was announced on October 18, 2021 by the press service of the Government of the Russian Federation.
The center is being built on behalf of Russian President Vladimir Putin. The facility is created to obtain "world-class scientific results" and train highly qualified scientists, as well as strengthen the scientific potential of Russia.
Rosatom Specialists "," scientists from, Russian Academy of Sciences, and MSU Kurchatov Institute other scientific and educational organizations take part in the creation of the NCPM. The complex will be based on research and testing and demonstration buildings, advanced laboratories, IT and congress centers, as well as the educational building of the Moscow State University branch that opened on September 1, 2021.
The NCPM will be coordinated by an interdepartmental council. He will deal with the development of fundamental and applied research in the field of mathematics, physics and computing technologies. This structure will also approve the scientific program and the development program of the center, ensure the interaction of authorities and scientific organizations.
According to the press service of the Cabinet, the NCPM will open up new opportunities for world-class research, will become an advanced platform for training highly qualified scientists and strengthening the country's scientific potential. The center is planned to be built in 2025.
In 2022, more than 1 billion rubles will be allocated for the construction of buildings and other objects of the National Center for Physics and Mathematics, in 2023 - about 2.1 billion rubles, and in 2024 - over 1.85 billion rubles. The maximum cost of the project may be 5.46 billion rubles, 460 million rubles of which will come from extrabudgetary sources.[2]
