On October 18, 2021, BFT announced that functionality had been expanded in the unified unified financial system of the Nizhny Novgorod Region. BFT, together with the Ministry of Information Technology and Communications, has implemented a BI-tool for analyzing procurement activities based on a partner solution - the Polymatica analytical platform.

In the Nizhny Novgorod region there is a centralized system for managing procurement activities. The basic basis is the ACK-State Order system from BFT. The procurement management system is part of a single combined financial system of the Nizhny Novgorod region, the elements of which are also automated based on BFT solutions.

According to BFT, the next project was completed, the purpose of which was to provide the Ministry of Finance and the Ministry of Economic Development and Investment of the Nizhny Novgorod Region with tools for analyzing procurement activities. To do this, on the instructions of the Mininform of the Nizhny Novgorod Region, BFT expanded the functionality of a single system and built the Polymatica platform, which provides interactive interaction with large amounts of data for research analytics and automatic reporting on given scenarios. Now the Ministry of Finance and the Ministry of Economic Development of the Nizhny Novgorod Region can conduct a comprehensive analysis of state and municipal procurement and receive reports in the necessary sections of the data.

The implemented BI solution allows you to collect, consolidate, process data and obtain structured information for analysis and decision-making from a large array of heterogeneous source data using current digital technologies. One of the key tools is Report Builder. It provides a wide range of opportunities to generate arbitrary reporting in any section of data with the desired level of detail and depth. Reports are uploaded in various formats: XLSX, PNG, JPEG, CSV, XLSX, JSON, XML, HTML.

Thanks to the BI platform, the Ministry of Finance and the Ministry of Economic Development of the Nizhny Novgorod Region can solve analytical tasks using multidimensional data analysis, the formation of multi-year reporting and a comprehensive analysis of key procurement indicators. The data source is a centralized purchasing management system. Using Polymatica technologies, you can analyze the procurement process with detail until the final purchase. Detailed information is available for each procedure, including the item, quantity, and price. This helps to monitor the total amount of budgets planned for procurement, identify customers with uneven delivery during the fiscal year, and conduct:

  • Monitoring of contracts concluded;
  • Identify customers with low contracting capacity
  • monitoring of procurement activities;
  • control of the procurement structure in the context of the methods of determining the supplier (contractor, contractor);
  • Identifying priority ways of identifying a supplier for further comparison with business and management decisions;
  • Identify customers who deviate from the purchasing schedule.
  • Control savings to identify customers who systematically overstate the initial contract price, as well as how to identify a high-cost vendor
  • Monitoring the engagement of regional suppliers for the execution of contracts, both in the region as a whole and in the context of individual customers;
  • Identifying the agencies/customers that attract the largest share of regional suppliers;
  • monitoring compliance with requirements to attract small business entities to participate in procurement;
  • Identify customers who do not use preferences when placing purchases.

For heads and representatives of authorities of the Nizhny Novgorod region, round-the-clock access to a single information space was organized, containing up-to-date and reliable information on key indicators of the procurement process of the Nizhny Novgorod region.

Thus, the functionality of the unified unified financial system of the Nizhny Novgorod region in terms of procurement analytics has made it possible to increase the efficiency of public administration and optimize procurement costs by conducting an ongoing analysis of the region's expenditure obligations at the cost planning stage, operational analysis at the procurement stage, making sound management decisions, the effectiveness of which is confirmed by the information received.
