The state project on SAP implementation in Tyumen ended with criminal case

In Tyumen the large state SAP project came under the spotlight of law enforcement agencies. Concerning it the investigation department of Investigative Committee at prosecutor's office of the Russian Federation of the Tyumen region brings criminal case under the article "fraud" (Part 4 of Article 159 of the Criminal Code of the Russian Federation, or large scale fraud, assumes imprisonment for a period of 5 up to 10 years).

The main for criminal proceedings became a series of public prosecutor's checks of observance of the procedure of state procurements in health facilities of the Tyumen region. In particular, it was established that the Department of health care of edge in the fall of 2007 held a competition on creation of an automated system of the personified accounting, at the same time it was illegally specified about need of use when rendering service of computer providing specific producer (SAP). This restriction reduced number of bidders to one – ANO Medical Information and Analytical Center (MIAC) of the Tyumen region (ANO MIAC THAT) with which the contract for the amount of 220 million rubles was signed.

In materials of the Tyumen prosecutor's office it is reported that investigation of the brought criminal case is delivered by prosecutor's office "on control". However, representatives of investigating bodies refused to report investigation details. The senior assistant of the prosecutor of the Tyumen region Elena Melnikova told the correspondent of TAdviser that disclosure of details "contradicts interests of investigation". The representative of investigation department to prosecutor's office of the Tyumen region Evgeny Kazakov in a conversation with TAdviser motivated failure with the fact that "case rather resonant therefore it would not be desirable to make around it noise".

Representatives of ANO MIAC THAT refused to communicate with TAdviser by phone. The head of department of system solutions of the company Andrey Orlov reported only that "a question with criminal case double". "If we still all are free, means in three years they [prosecutor's office] so dug out nothing", - he said.

In general ANO MIAC THAT old contractor of regional health facilities. Still the company is an operator of data of a health care system of the region. Only for 2009-2010, according to data of the register of public procurements of administration of the Tyumen region, more than 90 million rubles were received for this activity by the company from the state budget.

According to data of expertize, carried out by the Union of Chief information officers (SODIT) by request of prosecutor's office, it is known that in the project of creation of a system of the personified accounting of ANO the whole series of errors was allowed. In addition to already mentioned direct name of the supplier the tender form in the form of purchase of goods was incorrectly selected. While the cost of licenses in the project was only 10% of its budget, such form was not appropriate and did not allow to estimate work of the contractor, experts set. In the project the modules SAP ERP (IS-H, HR and BW) are used, delivery of licenses performed Technoserv. Also too short term of the project raised questions: only one month.
