SODIT Russian Union of Chief information officers

Company

The Russian Union of Chief information officers as consolidation of professionals, sees the task in providing interactions of professionals of IT at the interregional level, to raise the status of CIOs of the enterprises and organizations in society. The union aims to create professional community of heads of IT services in the territory of all Russia.

Mission

Transition from post-industrial to information society changes both structure of economy of the states, and public relationship in the modern world. Already since the end of last century such concepts as the Internet and e-mail, information databases and digital television, cellular telephony and electronic payment systems became the integral component not only business, but also existence of the modern person. The Information Technologies (IT) become vanguard in development of productive forces, a quintessence of world economy, a basis of development of the modern state, lifestyle of the person of the 21st century.

Heads of information and technical services of the enterprises and public institutions appeared on a front line of modern progress, conductors of new technologies and new information culture in public relationship. Such responsibility obliges heads of IT services to be aware constantly of the last achievements in the field of informatization, to deeply understand trends of business development and society, to be able to use effectively available resources, to expand scope of information technologies.

It is impossible to be the leader and to hold a hand on "time pulse" alone. For this reason in Russia, as well as in other developed countries of the Chief information officer integrate in communities. Already now clubs of Chief information officers, independent of solution providers, which help heads of IT services to exchange experience work in the different cities of the Russian Federation (in Moscow, St. Petersburg, Yekaterinburg, Novosibirsk, Chelyabinsk, etc.), to perform examination of the innovation projects, to organize seminars, conferences on the most current problems of information technology development.

Lately clubs of Chief information officers organized a large number of interregional meetings, conferences, seminars and symposiums in many cities of Russia, confirming thereby need of development of the community within all Russian Federation. Therefore organizers of clubs of Chief information officers, expressing opinion of most of heads of IT services, made the decision on creation of the Russian Union of Chief information officers (SODIT).

The union will give an additional impulse in development of the regional and industry club movement. The union should become the instrument of increase in efficiency of all forms of communication of participants of the market of IT of the industry. The union can act as independent expert institute in assessment of large projects in the field of IT both in business, and in the state. The union should help to be unrolled to the higher school of Russia towards real economy. The union will be able to develop requirements to the level of professionalism of heads of IT services, uniform for all, to integrate resources of professional training, to provide Chief information officers with necessary methodical literature. The union is urged to improve the close relations between real practice of IT and fundamental science. The union will address as the representative of the members the companies offering products and services in IT market. The union will become a link between community of Chief information officers of Russia and similar communities of the developed countries of the world.

Founders of the Union are sure that the organization of community of heads of IT services within the whole country will allow our state to use most effectively innovations in the field of IT in economy, state regulation and in consumer market, will allow to take Russia on the present leader positions in the field of high technologies in the world.

History

2007: Creation of the union

At the beginning of 2007 at the first congress of Chief information officers of Russia the president of the Moscow club 4CIO.Ru P. Pestryakov was elected the president of SODIT, and the chairman of the board – M. Belousov from the St. Petersburg SPb CIO Club. The decision on a legal design, formation of organizational structure and start of the Internet portal is made. As it was announced at a congress, the head of the Ministry of Information Technologies and Communications L. Reyman agreed to become the chairman of the Board of trustees of SODIT.

2008

On April 4, 2008 there took place the second Congress of the Russian Union of Chief information officers (SODIT). More than 120 people, members of the Union and guests from different regions of Russia participated in the Sjezda SODIT meeting: Moscow, St. Petersburg, Yekaterinburg, Perm, Tyumen, Krasnodar Krai, Khanty-Mansi Autonomous Okrug, Krasnoyarsk and others. Holding the regular Congress supported the management of the Ministry of information technologies and communications of the Russian Federation. Also at the II Congress there were representatives of public organizations, representatives of public authorities and media[1].

The congress was opened by the President of SODITA Pavel Pestryakov. He thanked all audience for participation in work of the Congress and made the report on interaction of clubs and the Union of Chief information officers. Gennady Yemelyanov, the chairman of the board of Association of data protection acted as the following, in the speech he emphasized that between the Union and Association there are a lot of common interests, and imposes it that the Union pays much attention to creation of information society. In conclusion Gennady Vasilyevich suggested to create the joint agreement between two public organizations. Further Victor Nasobin read the address to members of SODITA Alexander Shokhin, the head of "Russian Union of Industrialists and Entrepreneurs" in which Mr. Shokhin, on behalf of RUIE invites SODIT to mutual long cooperation.

Boris Slavin, the Director of the department of IT, NPF Blagosostoyaniye, made the report on the subject "Development of Information Society in Russia and a Role of the Union of Chief Information Officers in This Process". Boris Slavin expressed confidence that the organization of community of heads of IT services in scales of the whole country will allow to develop common interests of corporate consumers in information technologies. Interaction of the Union with bodies of legislative and executive power will make more effective the innovation policy pursued now by the state will allow to take Russia on the present the leading positions in the field of high technologies in the world.

Andrey Korotkov, professor, the department chair of "Business Process Management Suite" of ANH, acting after Boris Slavin, urged Chief information officers first of all special attention to give to questions of efficiency, to oppose "a race of computer arms" which does not bring closer us to creation of information society, though requires considerable resources. Andrey Korotkov confirmed that the Union should take part in educational and scientific projects, at the Chief information officer have significant experience in a part of examinations of area of implementation and innovations.

After a break the Board of the Union reported for last year. Vladimir Kiva, the Managing partner of ISES (Integrated Security Engineering Solutions) Ltd, made the report of audit committee on activity of the Union. The chairman of the board of SODIT Maxim Belousov, the Director of information technology, Pharmaceutical holding "Akonit", submitted the report for work of board of the Union for the expired period: practically everything that the Union promised at the first constituent congress, it executed. In a year the congresses in the different cities of the Russian Federation with assistance of the Union were organized, agreements with ANH, with FOSTAS and with BITKOM were signed and, the most important, club movement supported by the Union actively develops across all Russia.

Elena Maximova, the director, SODIT, reported on budget implementation and planning of expenses of the Union. Kirill Soloveychik, the CEO, JSC LENPOLIGRAFMASH, submitted the report on the subject "The Principles of the New Organization of Work of the Union, the Offered Changes in Statutory Documents". In particular, for democratization of management it was offered to abolish a position of the president and it is essential to expand Board of the Union, to involve rank-and-file members of the Union through the committees organized at Board. As one more offer the idea of creation of the Consulting Council created of heads of all clubs of Russia was voiced.

Reporting part ended with vote. Reports of Audit committee, Board and director of the Union, change in the Charter were by a majority vote approved, the director and the auditor of the Union which became Elena Maximova and Vladimir Kiva respectively is selected.

After a lunch the meeting was continued by performances of members of the Union and guests about work plans of SODITA. Boris Slavin told about "a role and activity of bodies of the Union in implementation of the tasks, the principles of their election". In particular, he suggested to select board members from those who accurately see tasks and methods of their implementation within the Union, suggested participants of a congress to propose actively. This appeal got a wide response among participants of a congress. Natalya Maslova offered the specific initiatives in the field of the legislation answering to the innovation way of development of the state. Mikhail Pliss told about the vision and stages of work in the direction of certification of a profession of the Chief information officer. Sergey Trofimov offered the concept of the organization of interaction with the Russian associations of suppliers of ICT. Alexander Romanov told about ways of interaction of the Union with regional authorities, and Sergey Kiryushin – about interaction with federal authorities, about participation of the Union in the Electronic Russia project. Konstantin Starovoytov and Alexey Vilkov offered projects in the field of exchange of experience and knowledge of Chief information officers, Tatyana Sokolova – in the field of professional education. Evgeny Sharovarin designated ways of expansion of IT community on all regions of Russia, Evgeny Zinder told about need of participation of Chief information officers for formation of standards, and Andrey Korotkov – about examination of implementations. Performances came to the end with elections in board members of the Union, vote was secret, and bulletins included all members of the Union.

According to the results of vote entered into Board of the Union: Boris Slavin (The director of the department of IT, NPF Blagosostoyaniye), Kirill Soloveychik (The CEO, JSC LENPOLIGRAFMASH), Maxim Belousov (The director of information technology, Pharmaceutical holding "Akonit"), Pavel Pestryakov the Deputy CEO, OGK-4), Mikhail Pliss (The deputy of the State Duma of UK for Aksapta implementation project, Sterkh Corporation), Sergey Kiryushin (The director of the department of IT, Aeroflot-Russian Airlines), Elena Maximova (the Director, SODIT), Konstantin Starovoytov (The director of information technology, ALIDI Group), Natalia Maslova (The Chairman of the Committee, Committee on information resources of KhMAO), Sergey Trofimov (The head of information technology, Rosinformtekhnologiya), Evgeny Sharovarin (The chairman of the board of directors, ASK group), Victor Nasobin (The director of information technology, the High-voltage union), Arkady Kazarin (The development director of IT, Ural Carriage-Building Plant), Tatyana Sokolova (The associate director, School of IT management at ANH) and Alexander Zhilin (4CIO.ru club).

After an official part there took place the meeting of newly elected Board at which the Chairman of the board of SODIT – Slavin Boris Borisovich was selected.
