2021: 2.5 years in prison for embezzlement of ₽1,9 billion

On November 3, 2021, the Central District Court of Novosibirsk sentenced to 2.5 years in prison the former deputy director of the National Medical Research Center (NMIC) of the Ministry of Health of the Russian Federation named after Academician Meshalkin Yevgeny Nadezhalov. A well-known cardiac surgeon was found guilty under Part 4 of Art. 160 of the Criminal Code of the Russian Federation (embezzlement using official position committed by an organized group on an especially large scale). In addition to imprisonment, he will have to pay a fine of 400 thousand rubles.

The court found that from 2015-2019. Nadezhalov, together with other participants and heads of commercial organizations, created conditions for seven controlled firms to win auctions for the purchase of medical goods by the National Medical Research Center for a total of more than 7.8 billion rubles. At the same time, he and other defendants managed to steal almost 1.9 billion rubles of budget money transferred to organizations for goods supplied at inflated prices, according to the prosecutor's office of the Novosibirsk region.

The lawyer insisted on the termination of the case in connection with the active remorse of the client. On October 29, 2021, the scientist made his last word. He stated that he was "drawn into this case by his leadership," and this whole story was a great tragedy for him. He briefly mentioned his achievements in science, listed the regalia.

In March 2021, the Sovetsky District Court of Novosibirsk, at the suit of the prosecutor's office , seized the real estate of Yevgeny Nadezhalov. The state seized an apartment for $1.28 million in the Brooklyn area (New York, USA). A few months later, the Novosibirsk Regional Court issued an order to confiscate another apartment located in the United States. The $1.3 million facility belonged to One Hanson Place 16G LLC, co-owned by Nadezhalov.[1]

Parole

On March 14, 2023, the Pervomaisky District Court of Novosibirsk granted the petition for parole (parole) of the former deputy director of the National Medical Research Center (NMIC) named after Ak. E.N. Meshalkin in Novosibirsk Yevgeny Nadezhalov, sentenced to 2.5 years in prison in the case of large-scale embezzlement in the institution.

Evgeny Nadezhalov and other persons involved in the case compensated 960 million rubles of damage. In addition, Nadezhalov's property was arrested by decision of the Soviet District Court of Novosibirsk. We are talking, in particular, about two apartments of Nadezhalov in the United States. In March 2021, a heart surgeon's apartment for $1.3 million was turned into state revenue. In July of that year - another apartment. Nadezhalov could not challenge the decision to seize the property.

The petition for parole from the ex-deputy director of the clinic was received by the Pervomaisky District Court of Novosibirsk on February 6, 2023.

Yevgeny Nadezhalov himself, commenting on his release from prison, explained that he would benefit society more at large than in a colony. In addition, the scientist said that he plans to resume his scientific activities. Nadezhalov, who at the age of 30 Internet received a doctorate in medical sciences, added that due to the lack of access to sources of scientific information in the colony.

As Kommersant writes with reference to court materials, during his stay in the colony, Yevgeny Nadezhalov received one disciplinary penalty in the form of an oral reprimand and three incentives. On June 3, 2022, the administration of the institution announced his gratitude for the exemplary behavior, on January 31, 2023, the previously imposed penalty was removed from the scientist ahead of schedule for active participation in educational activities. On March 3, gratitude was noted for his conscientious attitude to work. According to the announced documents, the question of where Yevgeny Nadezhalov will live and work after his release has already been resolved.[2]

Apartment seizure

On April 6, 2023, the court issued a regular ruling against Yevgeny Nadezhalov, the former deputy director of the National Medical Research Center (NMIC) named after Ak. E.N. Meshalkin in Novosibirsk.

We are talking about a case related to embezzlement on an especially large scale. The prosecutor of the Novosibirsk region demanded to turn the property into the income of the Russian Federation, the value of which significantly exceeds the income of the attempt. This is an apartment with an area of ​ ​ 226 square meters, located in the Soviet district of Novosibirsk: its market value is estimated at 37 million rubles.

During the investigation, it was established that Nadezhalov acquired the indicated apartment in 2015, and the ownership of it was registered with his wife's mother. In addition, in the same period, the accused bought a Mercedes-Benz S 500 4Matic car worth 8.9 million rubles. In 2019, in the course of investigative measures, funds in the amount of 1.5 million rubles, $359,900 and €11,900 received from the illegal income of a legal entity were discovered and withdrawn from the bank cell of the wife's sister.

The circumstances established by the investigation indicate that the amounts of the defendants' expenses for the acquisition of the above property did not correspond to his [Nadezhalov] income, as well as to the income of his wife, - said in the materials published on the website of the Soviet District Court of Novosibirsk.[3]
