Prime Minister Dmitry Medvedev signed a decree in October 2013 appointing FSUE Central Research Institute of Communications (TsNIIS FSUE) as the operator of the database of transferred numbers. The corresponding decree was signed on October 9. As specified in the text published on the government website, TsNIIS has been dealing with the problem of portability of a mobile telephone number for more than four years. The Institute has all the infrastructure necessary to organize the activities of the operator of the database of transferred numbers, including equipped information processing centers in Moscow and St. Petersburg, telecommunication resources for connecting to the communication network and energy supply systems with the ability to provide guaranteed power supply. In addition, TsNIIS provides the FSB with a technological opportunity to access data that is transmitted via the Internet by Russian users, specified in the media.

Initially, the Ministry of Communications proposed to appoint the Coordination Center of the national domain of the Internet (CC) as the operator of this system. This organization is the regulator of domain zones.Ru and.RF, and its "daughter" - "Technical Center of the Internet" - serves domain name registers (DNS). Advisor to the Minister of Communications and former Deputy Minister Denis Sverdlov is a member of the CC Council.

However, the Ministry of Economic Development and the FAS opposed such a decision, offering to choose the BDPN operator on the basis of the tender. And Rossvyaz, in turn, proposed to appoint TsNIIS as an operator.

The head of Rossa, Oleg Dukhovnitsky, explained to CNews why he considers TsNIIS a suitable candidate for the role of operator of the BDPN base: "One of the advantages is the use of a hardware and software complex, which is already used in several countries and has passed the established confirmation procedure in Russia. If FSUE TsNIIS is assigned, the software and hardware complex will be the property of the Russian Federation. "

The BDPN operator will receive funds from mobile operators, to which competitors' subscribers have transferred. The size of such a fee was previously set by the government at 100 rubles. per subscriber. According to the results of each quarter, the BDPN operator must submit a report to the Ministry of Communications.

If the money received from mobile operators is not enough to cover the costs of the BDPN operator, the Ministry of Communications will have to decide to reimburse the rest of the costs from the Universal Service Reserve (all telecommunications companies transfer 1.2% of their revenue to it). If the funds received, on the contrary, are excessive, then the BDPN operator will have to return the difference to the Reserve.
