2021: Penalty for charges from subordinates
On November 22, 2021, the Leninsky District Court St. Petersburg stopped criminal prosecution of Oleg St. Petersburg Research Institute of Ear, Throat, Nose and Speech Ministry of Health Russia Konoplev, deputy director for clinical work of the Federal State Budgetary Institution "," who was accused of abuse of office.
According to investigators, Konoplev for the purpose of personal enrichment for several years gave instructions to subordinates to transfer to him part of the money accrued to him as salary and other additional payments.
The Investigative Committee for St. Petersburg claimed, using its official position, the doctor demanded that subordinate employees hand over money to him in the form of a bribe for general patronage in the service. In total, during the indicated period, the accused received about 2.65 million rubles from his subordinates.
According to the documents, money was accrued to people for participating in operations on high-tech types of medical care, allowances from funds received by the institution's settlement account from non-state sources of financing and bonuses.
In January 2021, the ex-head of the Research Institute of Ear, Throat, Nose and Speech was detained by economic police officers, initiating a case under Article 225 of the Criminal Code of the Russian Federation (abuse of power).
During the trial, the lawyer of the former deputy head of the research institute petitioned to dismiss the criminal case and impose a court fine on him. As arguments, Konoplev's lawyer mentioned that the accused fully compensated for the damage caused to the medical institution, resigned from his post, pleaded guilty and repented of his deed. A mitigating circumstance for Oleg Konoplev was also his professional achievements.
Given all this, the court decided to terminate the criminal case and limit himself to Oleg Konoplev with a fine of 30 thousand rubles.[1]
