2021: Development of the application "Electronic Power of Attorney"
The operator of the federal electronic site of TEK-Torg JSC on November 23, 2021 announced the launch of the Electronic Power of Attorney service into experimental operation. The decision was developed as part of the participation in the project of the Federal Tax Service (FTS) on machine-readable proxies based on the digital platform of the distributed blockchain registry. ETP "TEK-Torg" became the only electronic platform that took part in the experiment of the Federal Tax Service to test the prototype of the application. Also, nine electronic document management operators, six credit organizations and the Federal Treasury acted as owners of distributed registry nodes.
According to amendments to Law No. 63-FZ, which comes into force on January 1, 2022, persons who have the right to act on behalf of the company without power of attorney will receive electronic signatures at the Federal Tax Service Center and sign electronic documents on behalf of the company with such a signature. Individuals - representatives of the company who are not entitled to act on its behalf without power of attorney - will have to sign electronic documents with their personal electronic signature issued at the re-accredited CC with the application of machine-readable power of attorney issued to such employee.
To prepare for the entry into force of amendments to 63-FZ, the Federal Tax Service launched a project to test the machine-readable power management system on the basis of a distributed blockchain registry.
As of November 2021, the Federal Tax Service of Russia is conducting a large-scale experiment to test the mechanism for the turnover of powers of attorney on the basis of the already functioning platform of the distributed registry, "said Fedor Novikov, head of the Office of Electronic Document Management of the Federal Tax Service of Russia. - The platform was developed for concessional lending to entrepreneurs affected by the effects of the COVID-19 pandemic. 17 nodes of the distributed register were involved in the experiment, including nine electronic document management operators, six credit organizations, one federal electronic trading platform, the Treasury of Russia and the Federal Tax Service of Russia. The project involves 500 business entities that issue powers of attorney for their employees. 24 thousand electronic documents stored in the distributed blockchain registry are signed by electronic signature using the CDM. |
As part of their participation in the TEK-Torg experiment, together with Inter RAO, they developed the web application Electronic Power of Attorney. The application allows you to perform all the necessary operations to work with machine-readable powers of attorney: creating and signing a power of attorney, searching and viewing powers of attorney, maintaining a directory of authority of the organization, placing powers of attorney in the distributed register of the Federal Tax Service, obtaining powers of attorney from the register of the Federal Tax Service, revoking powers of attorney, etc. - not only within the framework of procurement, but also for other tasks of any company. The solution has already been tested in the pilot procedures of PJSC Inter RAO.
