At the end of November 2021, it became known that the Institute for System Programming named after V.P. Ivannikova received a grant from the Analytical Center under the Government of the Russian Federation (AC) to conduct a study on the possibilities of using artificial intelligence for psychological diagnosis of personality on social networks.

According to Kommersant, with reference to the materials of the corresponding tender for 36 million rubles, the spread of technologies using digital traces for personality analysis "opens up wide possibilities for assessing the personality and predicting its behavior without carrying out psychological testing that requires its voluntary consent."

Russian accounts on social networks will be analyzed using artificial intelligence. According to the press service of the AC, the program of the research center also involves the creation of a trusted technology for diagnosing personality properties. It will be used, in particular, to assess the condition of people who make key state or corporate decisions. The AC emphasized that such projects can contribute to the identification and timely response to inciting ethnic hatred, the creation of "death groups," etc.

Moscow Digital School teacher Oleg Blinov, in a conversation with the newspaper, recalled that according to the law, citizens' data can be used for analysis only with their consent. The director of legal initiatives of the Internet Initiative Development Fund Alexander Orekhovich says the same thing. He explained that the contractor needs to obtain the consent of users to process their information.

The results of the competitive selection will be announced on November 29, 2021. The general customer is the Analytical Center under the government. The completion of the work is scheduled for September 2024.[1]
