2021: Smart Cadastre Development

On December 1, 2021, Rosreestr introduced the Smart Cadastre service based on pre-trained neural networks and spatial analysis algorithms that help protect the property interests of citizens and involve unused real estate in circulation.

The service was created and tested as part of an experiment to create a Unified Information Resource on Land and Real Estate (EIR), which in 2021 is carried out in four pilot entities of the Russian Federation: the Republic of Tatarstan, Perm and Krasnodar Territory, Irkutsk Region.

As noted by Elena Martynova, deputy head of Rosreestr, at the beginning of December 2021, the USRN does not have about 10% of data on real estate. Almost 46 million objects do not have accurate information about copyright holders. The process of their identification and involvement in circulation is carried out in a "manual mode."

Without registered rights, people cannot carry out legally significant actions with their real estate: for example, sell, inherit. The lack of data in the USRN entails risks of violating the rights of citizens, is the reason for the loss of revenues of regional and local budgets, including it is financed construction social facilities. "Smart cadastre" allows you to switch from a time-consuming "manual" process and backyard bypass to the use of technologies to identify, involve in the circulation of land plots, capital construction facilities and correct errors in the information of the USRN. The service has already shown effectiveness - the speed of searching for such objects in the pilot regions of the EIR was 2 thousand times higher than traditional methods, "said Elena Martynova.

This digital service recognizes the contours of real estate objects and checks them for the presence of information in the USRN and the State Address Register. The "smart cadastre" classifies the identified real estate objects and forms various datasets (data sets), for example, by categories: missing in the USRN, located in the "zone can "/" zone cannot" (that is, suitable or unsuitable for involvement in turnover) and so on.

The introduction of the service, according to Rosreestr, thanks to the prompt identification and classification of real estate objects, will allow you to involve additional land plots in circulation and submit information to the USRN about 17 million real estate objects.

As of December 1, 2021, Smart Cadastre has already been deployed on the basis of the State Unified Cloud Platform (Gosoblako) and is undergoing pilot operation in pilot regions.
