2021: Launch of proactive information service on compulsory medical insurance digital services on the portal of State Services

The Ministry of Digital Affairs of Russia and the Compulsory Medical Insurance Fund (FOMS) on December 2, 2021 announced the launch of a notification service on the State Services portal as part of the Digital Services OMS project. The service will provide proactive information support for each citizen in the process of receiving medical services under compulsory medical insurance, will minimize visits to medical institutions, and will also remove excessive load from the personnel of medical organizations.

The service was developed on the basis of the GosTech platform.

"The portal of State Services has become the main interface between the state and citizens. Therefore, it is obvious that the unified platform "GosTech" as the basis for building modern state information systems should have built-in tools that allow you to implement various types of notifications through State Services as easily as possible. I am very glad that as part of the implementation of the MHI project, such an instrument has appeared and will now be used by all systems being developed on the GosTech platform. Close integration of the GosTech platform and the State Services portal will make the development of state information systems even easier and faster, and citizens will receive even more useful and convenient public services available electronically, "said Dmitry Oguryaev, deputy head of the Ministry of Digital Affairs of Russia.

As part of the service, after the doctor establishes the need for the patient to continue further treatment in a hospital, a citizen with a confirmed account at the State Services will receive information on all further stages of consideration of referral for hospitalization through a personal account on the portal. So far, we are talking only about specialized, including high-tech medical care, which is provided by federal medical organizations. But in the future this will extend to other types of medical care in the system of compulsory medical insurance.

As of December 2, three types of proactive notification are available after issuing a referral for hospitalization to a federal clinic within the framework of compulsory medical insurance:

  • Notification that a referral for hospitalization has been formed, and the medical commission of the receiving medical institution considers it;
  • Notification of the decision by the medical commission. If positive, the date of hospitalization is assigned;
  • Notification with a report on treatment costs allocated from the MHI program budget.

Already more than 100 federal medical institutions carry out proactive information of their patients through the portal of State Services. By the end of the year, all federal medical organizations will connect to the service.
