Content

2017: Implementation of program and portfolio management system

A system for managing programs and a portfolio of projects in the Government of the Khabarovsk Territory has been introduced.

In order to organize work on the implementation of the comprehensive socio-economic development plan in Komsomolsk-on-Amur, adopted by Order of the Government of the Russian Federation dated 18.04.2016 No. 704-r, the main executive body of the Khabarovsk Territory decided to introduce project management.

By order of the Government of the Khabarovsk Territory No. 429-RP of 18.04.2016, responsible performers were determined, the procedure for exchanging information on the implementation of the "long-term plan" in the project management information system was approved. The IMSI is also used to monitor and control the construction of infrastructure facilities of territories of advanced socio-economic development (TOSER ).

Project management involves:

  • Employees of the executive authorities of the region, the Ministry of Eastern Development of the Russian Federation, the Office of the Plenipotentiary Representative of the President in the Far Eastern Federal District, development institutes of the Far East (KRDV, KRHK), employees of municipalities
  • Total 217 people

Projects are grouped into portfolios according to TOSER, projects of integrated development in Komsomolsk-on-Amur and are implemented as part of state programs. Up to 70 projects can be executed simultaneously.

Prior to the implementation of the system, projects were characterized by poor planning quality, delayed due to the late start of tasks, the lack of clear areas of responsibility of the executors, and complex reporting in the Excel format.

Project Objective

  • Effective management of projects in the territories of advanced socio-economic development (TOSER-Khabarovsk, TOSER-Komsomolsk-on-Amur) and the portfolio of integrated development projects in Komsomolsk-on-Amur

Tasks

  • Improve the speed and quality of project decision-making
  • Create an up-to-date picture of project portfolios
  • Monitor project deadlines and impact of changes on the project
  • Ensure the formation of operational and current reporting on the state of programs and project portfolios for the governor of the Khabarovsk Territory

Results

  • The ADVANTA system has been introduced into the work of the Government of the Khabarovsk Territory and is used to monitor the execution of project portfolios, programs and individual projects by the leadership of the region.
  • The system includes plans for 30 projects, including 6 pilot ones.
  • The method of CT control was applied, three levels of project control points were introduced.
  • Templates for typical project network fragments have been developed.
  • Projects are organized according to the structure of portfolios.
  • The main project profiles are defined: construction (including reconstruction), organizational and development project.
  • A single project passport form has been applied for each profile.
  • Regular project and portfolio status meetings are held based on data from the system.
  • Uniform forms of project reporting have been formed in terms of timing, finance and interim project results with control documents.
  • Automated collection of fact and escalation of problems from executors and project managers for senior management has been launched.
  • Training of users on working with the system and the method of control by CT was carried out.
