Smart region (project in the Khabarovsk Territory)

2021: Project Launch

On December 14, 2021, the Ministry of Information Technologies and Communications of the Khabarovsk Territory announced the launch of the Smart Region project, which is planned to be implemented through a concession agreement for a period of up to 12 years. The volume of investments in this initiative will amount to more than 5 billion rubles.

The Smart Region project consists of three components:

  • "Digital Region." It involves the creation of a single digital ecosystem to improve the quality of life of people and the effectiveness of public administration. In particular, services such as access control in educational institutions, smart traffic lights, automatic weight control, a single resident card, etc. will be introduced in cities and large towns;

  • "Territory of digital comfort." It provides a comfortable environment for local IT companies and provides conditions for attracting specialists from other regions to this area. It is planned to create such conditions by providing tax preferences to organizations working in the field of information technology, creating a preferential zone in the region, following the example of Skolkovo, using a regulatory sandbox for unique projects and other activities. According to the plans of the authorities, by 2030 the number of IT companies and specialized specialists in the region, according to the instructions of the governor, should grow three times;

  • "Digital Equality." The concept of the "Smart Region" also includes the provision of modern communication services to residents of the region. Thus, as part of the Digital Equality project, high-speed Internet access will be provided to all settlements with more than 100 people by 2030. This will be achieved through the construction or modernization of communication networks. Also, by the end of 2024, LTE networks will cover all settlements with a number of inhabitants over 1000 people.[1]
