Biography
Oleg Vladimirovich Byakhov was born on October 23, 1964.
In 1985 he graduated from the Faculty of Philosophy of Rostov State University with a degree in Logic.
Since 1995, he worked in the Mikhailov & Partners audit and consulting group as a manager, then as a marketing and development director.
In 1997-1998 He was the dean of the programs of the postgraduate formations IBDA ANH under the Government of the Russian Federation.
Since April 2000, he worked at Arthur Andersen as a business consulting manager, and later as a head of the e-business solutions group in the CIS.
In May 2002, after the merger of Arthur Andersen and Ernst & Young, he was appointed Senior Manager of Corporate Finance at Ernst & Young.
In 2003, he was appointed head of the Coordination Department of the Federal Target Program "Electronic Russia" of the Ministry of Communications and Informatization of the Russian Federation.
Projects:
- Strategy for building an information society in the Russian Federation (adopted by the Security Council in 2007);
- Russia is a partner country of CeBIT-2007;
- Russian IT Forsyte.
From 2004 to June 2007, he was Director of the Information Society Strategy Department of the Ministry of Information Technologies and Communications of the Russian Federation.
In June 2007, he moved to IBM, where he headed consulting practice in the telecommunications, media, power and housing and communal services industries.
Family
Married, two children.
Among his hobbies, he notes alpine skiing.
