2023: Approval of blockchain development strategy in the public sector
On July 31, 2023, the Shanghai authorities announced a comprehensive program for the development of the digital economy. As part of this initiative, China's largest city and financial center intends to transfer its infrastructure to blockchain.
The published document says that the project is focused on the digital transformation of the city. It is expected that the introduction of blockchain technologies will be carried out at different levels. We are talking, in particular, about the management of municipal resources, public services and industry systems.
In accordance with the plan, Shanghai intends to form a developed blockchain infrastructure by the end of 2025 and establish close ties with Hong Kong and Singapore. Among the key areas of interaction are digital assets, transport, industrial Internet of Things, supply chains and management of emissions of harmful gases into the atmosphere. Nothing has been reported about the proposed investment in the project.
The initiative provides for the comprehensive application of blockchain in the field of digital government. This is expected to help accelerate the sharing of government data and improve the efficiency of public services. It is planned to use blockchain solutions to expand the capabilities of risk control and end-to-end supervision in the banking sector, provide reliable financial services in the supply chain, improve the efficiency of lending and financing small and medium-sized enterprises.
In general, as noted, Shanghai seeks to become a world leader in the transition to a digital economy. The new project is part of a broader program introduced in June 2023: it aims to accelerate the development of the industrial sector using Web3 technologies. In addition, Shanghai has set itself the goal of turning the metaverse in the field of culture and tourism into an industry that brings in annual income of $6.9 billion by the end of 2025.[1]

2025: Moving an entire residential neighborhood in Shanghai with hundreds of robots
In Shanghai, the first stage of the project to move the Huayanli residential complex, made in the traditional shikumen style, weighing 7,500 tons, has been completed. This became known on June 6, 2025. The work was carried out using 432 robotic platforms to free up the territory for the construction of an underground engineering facility. According to the city authorities, the completion of the movement is scheduled for June 7, 2025.
The operation was the largest in Chinese history to move a group of buildings in the shikumen architectural style. The complex consists of three frame-brick buildings with a total area of 4030 square meters, built in the 1920s and 1930s.
The buildings are two - and three-story houses, characteristic of the second half of the XIX century. Their frame is made of wood, and the walls are lined with brick. The architectural style of shikumen has become widespread in the historical district of Shanghai.
To move buildings, special robots with lifts were used, which transported objects at a speed of about 10 meters per day. Work began on May 19, 2025. Experts monitored the condition of robots and the entire process in real time.
Engineers provided a uniform load distribution to prevent buildings from deforming during transportation. The complex was temporarily moved to another site, and then returned to its original location after the completion of preparatory work.
The purpose of the operation was to free up the territory to create underground space with an area of 53 thousand square meters. Cultural and commercial facilities, including premium hotels, an art center and a concert venue, are planned to be located under the historic quarter.[2]
