2022: Development of a mobile application for the selection of personnel for public service positions

On January 25, 2022, the company 1C-Rarus"" announced that it Ministry of Digital Development and Communications of the Novosibirsk Region had created a single platform for participants in competitive procedures for the selection of personnel for state civil service positions. The duration of the competitive procedures, information according to the company, was reduced by 30 minutes. As a result of the creation mobile application , there is an improvement in quantitative indicators. 67 are involved in the process, about executive authorities 20 contests are held on average every month.

The Ministry of Digital Development and Communications of the Novosibirsk Region is the regional executive body of state power that regulates activities in the field of communication services and performs functions for the development of communication infrastructure, informatization, and information security.

Before the start of the project, special printing plates for voting were formed for each member of the commission. At the meeting, each member of the commission filled out documents on paper and handed over to the secretary. Further, the secretary transferred information on the results of the meeting to electronic form, calculated the results of the competition, entered it into the final documentation for the competition in paper form and transferred it to the commission members for signature. After the documents were returned with a signature, the responsible employee transferred the data to the GIS "KU GGS NSO" for further work with the results of the tender.

As a result, the time of the competition increased, commission members and candidates had to expect results, the deadlines for closing vacant posts were "stretched." The winner following the results of the competition was determined by the company "1C-Rarus," which proposed to implement the project on the basis of the software product "1C: Payroll and personnel of a state institution."

Project results:

  • A single platform has been created for participants in competitive procedures for the selection of personnel for public civil service positions.
  • The use of tablets made it possible to abandon paper documents during the competition.
  • Integration of the mobile application and GIS "KU GGS NSO" eliminated double input of information.
  • For  30 minutes, the labor costs of participants in the competitive procedures have been reduced.
  • By transferring the task through the mobile application,  the printer generates printed forms of the final tender documentation.
  • The use of an up-to-date technological platform provided a convenient display of information when the mobile application is running on a tablet.
