Project objective

Management of logistics of vaccine warehouses for the needs of St. Petersburg, namely:

• control of picking of warehouses;
• patient identification;
• control of admission to vaccination;
• recording of personnel actions;
• vaccination analytics for medical organizations, health committee, IS IAO;
• exchange data with MDLP, FRV, UNIFORM STATE HEALTH INFORMATION SYSTEM Pharmbaza, Migrant Association;
• higher efficiency of operation of mobile vaccination stations.

What happened before

• slow organization of the process of vaccination of citizens in St. Petersburg;
• the need to quickly and efficiently transfer information to adjacent systems;
• high demand for automation of processes related to control of drug product movement;
• a large number of errors associated with manual input of information when transmitted to adjacent health systems;
• there was no possibility of issuing a QR code to a category of citizens who do not have registration on Public services services;
• there was no possibility of issuing a QR code with information about the medical exemption from vaccination;
• the issue of issuing QR codes on immunization of a category of citizens who do not have access to the Public services service was acute.

Decision

Omega has proposed the creation of the Vaccine Accounting subsystem. The created solution includes a warehouse accounting subsystem, a subsystem for interaction with MDLP, and a set of means for automating processes related to vaccination of the population. The project team took into account the difficult conditions in which some mobile vaccination points operate. To solve the problems of such points, a mobile application was developed that allows you to form a set of information about the patient, the vaccine and transfer it to the IP "Vaccination" even if the Internet is inaccessible. The object of the introduction of the IS "Vaccination," in the future, is all medical organizations that vaccinate citizens of St. Petersburg (as of February 2022, more than 150 organizations already carry out activities to vaccinate citizens). The number of medical organizations connected to the system is constantly growing, and the system is in constant development. Data Base is in a protected loop, and the Vaccination IS implies a large range of integration with third-party services. Using 1C solutions, after the development of additional modules and functional features of the created subsystem, a completely original software solution was created.

Results

• Successful implementation on the basis of about 150 medical organizations;
• Complete readiness to connect children's medical organizations to the system;
• Implementation of issuing a QR code with a medical exemption from vaccination.

The project helped automate the processes associated with the vaccination of citizens of St. Petersburg. Thanks to the development of the Vaccine Accounting subsystem, it became possible to implement the issuance of a medical exemption from vaccination in the form of a certificate with a QR code, as well as the issuance of certificates with a QR code on paper of a category of citizens who are not able to use the State Public services portal.

The solution made it possible to optimize the processes of vaccination of citizens and minimize the downtime of vaccination points due to the automated circulation of drugs, the absolute transparency of the acquisition of warehouses.
