2022: Appointment as Head of the Health Department of the Jewish Autonomous Region

In mid-March 2022, it became known about the appointment of Deputy Prime Minister of the Jewish Autonomous Region Valery Zhukov as the new head of the Regional Health Department. He replaced Andrei Lebedev, who headed the department since December 2020.

Officially, the reasons for the change of leadership of the Department of Health of the Jewish Autonomous Region are not named, but local media report that the governor of the Jewish Autonomous Region Rostislav Goldstein has repeatedly spoken about the unsatisfactory work of the department.

According to EAOMedia news agency, at the end of February 2022, Andrei Lebedev was disciplined due to the fact that out of 12 measures supervised by the Department of Health, for which money was allocated from the federal budget in 2021, only four were 100% executed. In addition, the department has repeatedly received additional funds, but the planned work has not been completed.

According to the Regnum news agency, by March 2022, the situation with the provision of medical care to residents of the Jewish Autonomous Region became catastrophic. The debts of the main regional hospital reached 270 million rubles. The vascular center lacks the main drugs necessary for the treatment of specialized diseases, and the solemnly purchased angiograph is idle without consumables. There are no neonatologists in the maternity hospital and there is no one to give birth, and all surgeons quit the surgery. Doctors complain of low salaries and too high workload due to a lack of medical personnel.^[1]

2024: Prosecutor's submission for failure to meet the deadlines for the construction of the children's hospital building

On April 15, 2024, the prosecutor's office of the Jewish Autonomous Region (EAO) announced an audit against the local Health Department for compliance with the requirements of legislation on the protection of life and health of citizens, as well as on the implementation of program measures in the region. It was established that the department disrupted the construction of the outpatient building of the Children's Regional Hospital in Birobidzhan.

The prosecutor's office said that by order of the Government of the Jewish Autonomous Region of June 25, 2019, the regional program "Development of Children's Health of the Jewish Autonomous Region, including the creation of a modern infrastructure for the provision of medical care for children" for 2019-2024 was approved. In accordance with this program, the building of the Children's Regional Hospital in Birobidzhan was to be built by the end of 2023, but these works were not completed by the specified date. In addition, under the state program in 2022, at least 25 teachers of educational organizations of the Jewish Autonomous Region were to be trained in the basics of first aid at the Birobidzhan Medical College. But in fact, the training was not carried out.

According to the results of the audit by the regional prosecutor's office, an idea was made to the head of the regional government's health department to eliminate these violations of the law, the reasons and conditions that contribute to them. The actual elimination of violations of the law has been taken under control, the EAO prosecutor's office said in a statement.
