2022: The Federal Tax Service allowed stores not to issue paper checks. The transition to digital has begun

In mid-March 2022, the Federal Tax Service (FTS) of Russia allowed stores not to issue paper checks. This became known after the appearance of information about the increase in the cost of check tape against the background of its shortage.

According to the press service of the Cabinet, the Federal Tax Service will not fine entrepreneurs for not giving cash checks to buyers, but at the request of a citizen, a cash check should be issued. The government on March 17, 2022 added that in the near future it is planned to switch to electronic checks.

The electronic check is sent to the client in the form of an SMS message or to an email address. A check in electronic form is equal to a paper version and can be used to issue returns, submit documents for a tax deduction, etc., that is, it is a full-fledged document.

Earlier in March 2022, Vedomosti, citing sources in pharmacy chains, wrote that the check tape had risen markedly in price and began to end with suppliers. Vitaly Sinatov, general director of the Russian manufacturer of check tapes Sevit Group, and Alexander Filippov, general director of the Rigla pharmacy chain, explained that the deficit is associated with a cessation of supplies of raw materials, an increase in currency exchange rates and a violation of the supply chain due to sanctions against Russia. The representative of the Ministry of Industry and Trade then told the newspaper that in Russia it is possible to increase the production of check tape in order to satisfy demand within the country and avoid a deficit.

The press service of the Cabinet on March 17, 2022 cited the words of Deputy Minister of Industry and Trade Viktor Yevtukhov. He denies the lack of cash tape:

Yesterday we held a meeting with the top five cash tape manufacturers and retail chains specializing in food and non-food products. None of the enterprises has stated that there are problems with the cash register, "he said.[1]
