The group of companies Figure"" together Russian Union of Industrialists and Entrepreneurs with March 22, 2022 proposed the creation of a Unified Safety Monitoring Center industrial at hazardous facilities. The digital system will provide uninterrupted online collection data from enterprises throughout, their to the country operational analysis, which will identify potentially dangerous situations and prevent the occurrence of accidents. As of March 2022, proposals for the creation of a center are being formed on the basis of the Russian Union of Industrialists and Entrepreneurs.

In early March, the initiative was considered in a public organization on the example of the coal industry. Under the chairmanship of Igor Bogachev, General Director of Figure Group, Chairman of the Subcommittee on Digital Economy and Innovation of the RSPP Committee on International Cooperation, a meeting of the relevant committees of the RSPP "Improving Industrial Safety in the Coal Industry" was held.

Following the meeting, it was decided to create a working group that, together with the responsible federal executive bodies, will finalize existing initiatives. It is planned that the proposals of the Russian Union of Industrialists and Entrepreneurs will be verified and sent for consideration to the Government of the Russian Federation.

All Russian enterprises with hazardous production implement remote control systems that transmit data in real time to regional situation and analytical centers. The centers, in turn, broadcast aggregated data to Rostekhnadzor. Hundreds of plants throughout the country should implement control systems, respectively, there is a need to consolidate and process the continuous flow of a huge amount of data.

It is impossible to ensure the stability of receiving and analyzing such a volume of information without a special high-tech and fault-tolerant platform. At the same time, any failures will make the remote control system ineffective and only increase the risk of emergencies.

Effective control of hazardous production facilities requires the creation of a Single Monitoring Center, which will cover all regional situational and analytical centers. The system should also provide for the possibility of end-to-end data flow from enterprises to Rostekhnadzor - the proposed scheme for transmitting information not directly, but through regional centers, increases data processing time, accordingly, reduces the speed of decision-making, "Igor Bogachev emphasized. - When creating the Unified Monitoring Center, it becomes possible to analyze big data using artificial intelligence. Based on my experience, I also note that it is best to provide for the cloud execution of the center - in other words, to make a single system with personal offices for all subjects of the Federation. This approach will eliminate the need to deploy, support and maintain multiple regional stand-alone systems and significantly reduce costs.

The working group also plans to discuss the further development of the IFSB (multifunctional security system). In particular, it is noted the need to supplement GOST with an operational industrial safety management system based on digital solutions. It is necessary to electronically issue work assignments/permits in conjunction with systems that allow you to record the location of employees and control, using artificial intelligence, the use of individual protective equipment by personnel, in accordance with the type of work performed, in order to comply with the necessary safety measures. The introduction of information systems of this functionality provides a convenient tool for managing production processes with guaranteed compliance with labor protection and industrial safety requirements at the facilities of the enterprise.
