2022: Summed up digital transformation
At the end of March 2023, the Minister of Public Administration, Information Technologies and Communications of the Astrakhan Region Alexei Nabutovsky spoke about some of the results of the digital transformation of the region in 2022. According to him, work was carried out to synchronize the strategy with the priority areas of digital transformation of sectors of the economy, social sphere, public administration to achieve their "digital maturity" and methods for calculating sectoral indices that characterize the achievement of "digital maturity" of sectors of the economy and social sphere.
As part of the digital transformation of the sphere of public administration in order to achieve the Astrakhan region indicator "Increasing the share of mass socially significant services available in electronic form to 95%" (the national goal of "Digital Transformation") in 2022, the region ensured the use of a cloud digital platform to provide state (municipal) services and services, including in electronic form. At the end of 2022, the population ordered about 12.7 million state and municipal services, while 10.7 million state and municipal services were provided in electronic form, which is 84.5% of the total number of services ordered in the region.
In 2022, the region began to issue legally significant electronic prescriptions for preferential categories of citizens, and to register them in pharmacy organizations. The plans of 2023 include the organization of remote registration of prescriptions for the commercial sale of medicines.
In 2022, within the framework of the event "Development of the electronic interaction system of executive bodies of state power, local self-government bodies and subordinate institutions and organizations," a transition to import-replaced infrastructure was carried out, a significant number of new users were connected (+ 80% compared to the previous year), which made it possible to ensure the work of all employees of the executive bodies of the Astrakhan region, an updated mobile workplace was introduced to work in the UED to heads of bodies and members of the government of the Astrakhan region.
At the end of 2022, the ECED normatively received its official status as a document management system for authorities in the region. Taking into account the transition to legally significant electronic document management and paper reduction, the authorities were able to save at least 8 million rubles on paper.
Within the framework of the regional project "Information Infrastructure" in state (municipal) educational organizations implementing general education programs, in accordance with the approved standard, an IT infrastructure has been formed to provide safe access to state, municipal and other information systems in the premises, as well as to the Internet. In 2022, at 236 facilities of 180 educational organizations, work was carried out in full, and in 2022, effective interaction with IT companies in the region was ensured.
At the end of 2022, with the participation of the ministry, the federal project "Digital Russia" began its work in the Astrakhan region, which is largely aimed at solving the problems of informing citizens and businesses about the possibilities of digitalization and use of IT in life and business development. On the basis of the project, we have now assembled the first team of active youth - digital volunteers - on which we have big plans.
In 2022, the implementation of the state program "Information Society of the Astrakhan Region" was continued on the territory of the Astrakhan Region, within the framework of which the program activities and 5 regional projects were carried out within the framework of the national project "National Program" Digital Economy of the Russian Federation. " The amount of financing provided for by the program for 2022 amounted to 465.6 million rubles[1]
