On April 13, 2022, it became known about the start of the construction of mobile networks based on Russian telecommunications equipment in Crimea. The implementation of this project was undertaken by the telecom operator Vivacell-MTS (brand Win Mobile). The first fragment of the network on domestic equipment was deployed in the Leninsky district of the republic.

According to Anton Golikov, Director General of Vivacell-MTS, the Russian-made system allows providing high-quality coverage in places with low traffic. A section with a total length of 23 km entered the pilot zone in the Leninsky district. Both sites in this area are provided with 2G/4G standard communication.

Golikov added that by mid-April 2022, the first positive results of testing voice transmission and mobile Internet operation had already been obtained. Monitoring of the system continues, and as soon as the pilot operation of the system in the test zone is completed, the project is planned to scale to other similar facilities. At the same time, the name of the Russian manufacturer whose equipment uses "Vivacell-MTS" in the construction of cellular networks is not reported.

According to the Vivacell-MTS website, by April 2022 the company is one of the largest communication suppliers in the GSM 900/1800, UMTS 2100 and LTE 2600 MHz standards throughout the Crimean peninsula.
