2022: Adoption of a roadmap to improve the efficiency of cadastral and State registration procedures

The parties have established joint work of their information systems and services, which will allow to transfer all registration services Moscow real estate to electronic form by the end of 2022. This was announced on April 28, 2022 by the Complex of economic policy and property and land relations of the city of Moscow (KEPiZO) deputy mayor for Moscow economic policy and property and land relations Vladimir Efimov.

For several years now, together with Rosreestr, we have been using digital technologies to improve many business processes. A joint project was developed, thanks to which our information systems and services were integrated. This will make it possible to transfer all registration actions that the city performs into electronic form. We plan that by the end of the year all documents for state registration will be submitted in digital format. As a result, services in the field of state registration of rights and cadastral accounting will become more accessible to applicants and will be rendered more quickly, "said Vladimir Efimov.

The transition to digital format will allow specialists of the City Property Department to analyze documents on real estate transactions online and send them for further registration with Rosreestr without the personal participation of citizens.

In 2022, the Department of Urban Property submitted to the registration authorities more than 43 thousand applications for state registration in electronic form, and since the beginning of 2022 more than 9.1 thousand such applications have been submitted. Thanks to the cooperation of departments, a number of administrative procedures have already been simplified and, as a result, the conditions for doing business in the capital have been improved. For example, the conclusion of a contract for the purchase and sale of city property does not require the personal presence of the buyer, the procedure can be performed on the Moscow Investment Portal online, "said Maxim Gaman, Minister of Government of Moscow, head of the Department of City Property.

The Government of Moscow and Rosreestr are constantly working together to improve legislation in the field of state registration of rights and cadastral accounting. A number of proposals from the city have already been implemented, as well as legislative initiatives have been put forward that will increase the availability of registration and registration procedures and reduce the timing of their implementation.

As the head of Rosreestr Oleg Skufinsky noted, in the first months of the interdepartmental coordination headquarters, significant results were achieved in key areas for the department: mortgages for one day, a reduction in the share of suspensions and the timing of registration and registration actions, as well as an overall improvement in the quality of electronic services provided.

As part of this work, we plan to reduce to one day the time for registering socially significant objects, apartment buildings, including as part of the renovation program, "household real estate," as well as land for its construction. Detailed elaboration of pilot "road maps" is especially important for further scaling of experience on all subjects of the country, "he said.

The head of the Rosreestr Office for Moscow, Igor Maidanov, noted that the work done to reduce the number of suspensions, reduce the timing of paperwork and digitalize processes, including the registration of mortgage agreements in the secondary and primary housing markets and many other areas, has already allowed to achieve and exceed some of the indicators of the roadmap.

At the end of March, the share of applications submitted by state and local government bodies in electronic form amounted to almost 82%, electronic transactions for registering housing mortgage agreements - 69.5%, and contracts for equity participation in construction - about 81%, "he said.

As part of the roadmap, it is also envisaged to organize consultations of applicants in a remote format on the provision of Rosreestr services on the official portal of the Mayor and the Government of Moscow and to conduct explanatory work with the professional community.
