Mulchandani attended Bluebells School International in Delhi. After leaving school in 1987, he received a bachelor's degree in computer science and mathematics (1988-91) from Cornell University. He later entered Stanford Business School to earn a Master of Science in Management (2017-18), and then received another Master of Public Administration (2018-19) from Harvard Kennedy School of Public Administration.

In 2019-2021, he was also a researcher at the Belfer Center for Science and International Relations at Harvard Kennedy School.

{{quote 'Since my approval, I have been prioritizing technology, and the new position of technical director is a very important part of this effort, Burns said in a statement. I am glad that Nand joined our team and will bring his extensive experience to this new important role. }} The appointment is the latest step by the head of the CIA to review the agency's approach to technology and competition. In 2021, the agency created two new mission centers: one focused on China, and the other, called the Center for Transnational and Technological Missions, devoted to foreign technological developments. Mulchandani will report directly to Burns and lead the agency's technology strategy.

{{quote 'I am honored to join the CIA in this role, and look forward to starting work with an incredible team of technologists and experts in the field who are already providing world-class intelligence and capabilities to help create a comprehensive technology strategy that will provide exciting opportunities by working closely with industry and partners, "Mulchandani said in a statement. }} In April 2022, Burns stressed the importance of keeping pace with innovation during the Senate Intelligence Committee's annual hearing on global threats.

{{quote 'Nothing will be as important to the future of the CIA and the US intelligence community as a whole as our ability to compete technologically. This is the main arena... to compete with China, he told lawmakers. All this reflects the extremely high priority that we will continue to attach to this set of issues, "he added. [1]
