The introduction of digital technologies in Russian public administration will cost 4.8 billion

The federal budget for the period until 2024 will spend 4.78 billion rubles. on the organization of regulatory and methodological support, monitoring, creation, development, implementation and operation of digital technologies in the field of public administration, as well as on ensuring control, supervisory and permitting activities within the functions of the Ministry of Economic Development. The corresponding goal is included in the federal project "Digital Public Administration" (TsSU) of the national program "Digital Economy of Russia." This became known on June 27, 2022.

As part of achieving this goal, it is planned to create a Unified National System for the Development and Adoption of Regulatory Decisions in Russia. The concept of this system in 2019 was represented by Maxim Oreshkin, who was then Minister of Economic Development.

It was supposed to form a single national environment for the interaction of all participants in the rule-making process in the preparation of regulatory decisions. This environment will provide paperless interaction between developers of legislative initiatives and joint online editing of the texts of draft regulatory legal acts. The system should store the history of orders and comments, it will be possible to see the previous versions of the document.

The future platform should unite the existing systems: the disclosure of draft regulatory legal acts, the official portal of acts approved by the president and the government and the base of State Duma bills.

The Ministry of Economic Development signed a contract for the creation of this system with the state-owned enterprise Voskhod Research Institute, subordinate to the Ministry of Digital Industry, its amount was 586 million rubles. However, in 2022 the contract was terminated. The press service of the Ministry of Economic Development did not respond to a request regarding further prospects for creating this system.

Also, according to the Central State University's fedproekt, a unified mechanism for assessing the quality of mass state and municipal services, functions and services, submitting and processing received reviews and proposals to state authorities and local governments should be introduced.

In addition, it is planned to provide support, monitoring, information, expert and methodological work on the introduction of new principles for the provision of state and municipal services, support for the development of the MPSC network (multifunctional centers for the provision of state and municipal services), control, supervision and permitting activities.

The CSU federal project plans to introduce mechanisms for monitoring initiatives and management of changes in the field of digital transformation of sectors of the economy and sectors of the social sphere, including the development of digital transformation plans for industries/markets/spheres of economic activity and sectors of the social sphere based on platform solutions, as well as regulatory regulation in the digital economy.

Also, the federal project of the Federal State University plans to create, develop and operate a number of information systems: the Unified Automated Information System for Supporting Socially Oriented Non-Profit Organizations (AIS SB NPOs) to improve the communication efficiency of NPOs (non-profit organizations) and federal executive authorities and local governments; information system in order to monitor the effectiveness of implemented subsidies brought by federal authorities; information system for participants in foreign economic activity, including intergovernmental commissions.

Among the plans is the creation of a module that uses artificial intelligence in the backs of document management on data from federal executive bodies. AIS SO NPO has already been launched, including the portal of this system.

In the materials of the Ministry of Economic Development, it is noted that when using IT in the field of public administration by the department for June 2022, there are a number of problematic aspects: the lack of a tool for monitoring the effectiveness of implemented subsidies brought to the FNIV; the lack of an instrument for analyzing the state of economic sectors, including in the context of regions; availability of duplicate typical functions in different information systems; Lack of flexibility in the procurement contract system for new tasks lack of mechanisms for centralized management of information systems; lack of mechanisms for centralized management of information systems; lack of a single information space of the Ministry of Economic Development; multiple connections if it is necessary to integrate information systems with each other.

As a result, the following problems arise: the lack of methodological and technological principles and tools that ensure the unity of approaches to the development and operation of automated information systems in terms of the information used, formats of information exchange, technical and software solutions; lack of a single information space; the absence of a single consistent data model, a universal information exchange model; lack of systematic collection/provision of reliable data, high labor costs for manual data entry into used systems, which increases the risk of technical errors, contradictions, duplication and distortion.

Also among the identified problems are: the lack of means of analytical processing, modeling and visualization of industry information, including artificial intelligence systems; the impossibility of building a modern integrated system on the basis of one or through the unification of several currently functioning information systems due to the solution of specialized tasks of each of them, the lack of unity of organizational and software and hardware solutions, the possibility of using a single integration bus for unified data exchange; immaturity of integrated mechanisms and tools for information migration between information systems, low adaptability to new types of information, exchange formats and new participants in data exchange.

In this regard, in 2022 [1][1] Economic Development decided to create a new SIS (state information system) - "Economy"[2]

Termination of the contract with the Research Institute "Sunrise"

On May 11, 2022, it became known that the Ministry of Economic Development (Ministry of Economic Development) terminated the state contract for the creation of a digital platform for lawmaking with the subordinate Ministry of Digital Research "Voskhod." The contract amount was 586.4 million rubles.

The creation of the system "National Unified Environment for Interaction of All Participants in the Rule-Making Process in the Preparation of Regulatory Decisions," according to the agreement, was to be completed on March 31, 2022. The contract was terminated on March 24. The tender for the creation of the platform was published in early September 2019. In addition to the winning "Sunrise," "Croc Incorporated" participated in the open competition.

The system was created within the framework of the federal project "Digital State Administration" of the state program "Information Society." According to the order of the Ministry of Digital Science No. 183 of April 20, 2020 on the approval of the schedule for the implementation of the state program, the lawmaking platform should begin work no later than December 31, 2022. The pilot implementation of the system should have been completed no later than December 31, 2021.

Representatives of the Voskhod Research Institute could not comment on the termination of the contract.

As follows from the contract card on the public procurement website, the agreement was terminated for two reasons. The first of them is that the Interdepartmental Supercomputing Center of the Russian Academy of Sciences (JSCC RAS), based on the results of the study of documents, came to the conclusion that it was "impossible to achieve" the goals and objectives of the system established by the state contract and the terms of reference. The conclusion was made on July 22, 2021. The conclusion of the JSCC RAS is due to changes in the regulatory legal framework, follows from the document.

The second reason for the termination is the "position of the Ministry of Digital," which the ministry stated in its letter in early December 2021. There are no details about this position in the document.

According to the public procurement portal, on December 27, 2019, Voskhod was fined 610.8 thousand rubles. for delay in fulfilling obligations provided for by the contract for the creation of the system. In addition, on April 30, 2021, the contractor was charged another fine in the amount of 100 thousand rubles. for improper fulfillment of obligations. The latter, according to the letter-demand for the payment of the fine, is associated with the validity period of the bank guarantee submitted by the contractor.

In addition, the Ministry of Economic Development in December 2020 concluded an additional agreement with Voskhod, in which the deadlines for the completion of work were shifted by 3.5 months. They were originally scheduled to end on December 10, 2021; The additional agreement established the date March 31, 2022.

For the first stage of the work performed in 2019 (in less than two months: from October 28, 2019 to December 10, 2019), the ministry paid 208.3 million rubles to Voskhod. There were no complaints about the volume and quality of the work performed, in addition to the delay.

The system will allow you to abandon paper document management and open access for joint editing of the texts of draft regulatory legal acts online, follows from the terms of reference. The introduction of the platform will subsequently "increase the flexibility of regulation and the speed of implementation of changes and speed up decision-making," according to the documents[3]
