2022: Plan for the creation of the Unified InformSystems for Automation of Administrative and Economic Activities

On June 8, 2022, it became known that the Pension Fund of Russia (PFR), during the creation of the Unified InformSystems for Automation of Administrative and Economic Activities, will be able to receive significantly more services from its contractor than he could expect.

During the tender held in the format of an open electronic tender, the amount of prices for the so-called units of goods, work, services was reduced by one of the applicants for the contract from 804.5 million rubles. up to 440 million rubles, that is, 1.83 times.

At the same time, judging by the data of the public procurement website, the agreement with the winner will be concluded at the maximum value of the price of the state contract, set at 1.16 billion rubles. Obviously, with this money, the performer will carry out more work than if he did not reduce the price of the lot. The tender documentation provides for this possibility.

In particular, in it you can find the items "Creating/modifying database metadata: the number of created/changed fields over 200 units," "Creating/changing the printed/screen form of information output: the number of created/changed elements over 100 elements," etc.

As of June 2022, the contract is at the stage of signing by the supplier. This supplier should be LLC Research and Production Center '1C' (SPC "1C").

One company unnamed in open documents tried to compete with the SPC at the tender. She did not reduce the initial price of the lot.

During the tender for the FIU, a complaint was filed with the FAS by Budget and Financial Technologies LLC, which is why the procedure for determining the supplier was suspended.

From the point of view of the applicant, the customer improperly formed a description of the procurement object, established the procedure for evaluating the applications of the procurement participants, established the requirements for the content of the application for participation in the tender, and also established in the notification the requirement of the absence of the procurement participant in the register of unscrupulous suppliers "in the irrelevant version of the law on the contract system."

Following the results of the proceedings, the FAS recognized the complaint partially justified and ordered the FIU to adjust the appendix to the contract.

According to the tender documents, the system is designed to automate work with state extra-budgetary funds coordinated by the Ministry of Labor. It will allow you to completely abandon paper documents and switch to electronic internal document management.

The system will include the subsystems "Accounting," "Budgeting," "Personnel Accounting," "Procurement Management" and "Property Management." With the help of subsystems, salary calculation, budget formation, personnel services and automation of procurement activities of the Ministry of Labor will be automated.

The terms of reference note that in order to effectively use budget funds and reduce risks when implementing the system, it is planned to use applied software already functioning in the FIU and FSS.

The tender documents establish a ban on the admission of software originating from foreign ones. states When designing the system, only freely distributed or should be used, domestic software follows from the terms of reference. The system will function on the state unified cloud platform "Gosoblako," therefore, the purchase, installation and commissioning of hardware, system and basic software is not provided for the system.
