Education

In 2009, he graduated from the Finance Academy under the Government of the Russian Federation with a degree in Finance and Credit. In 2019, he mastered the professional retraining program at the Russian Academy of National Economy and Public Administration under the President of the Russian Federation with a degree in State and Municipal Administration.

Career

2014-2020

From 2014 to 2017. worked in various positions in the non-profit organization "Fund for the Development of Single-Industry Towns."

From 2017 to 2020 served as Minister of Economic Development and Investment of the Perm Territory.

2022: Appointment as Deputy Minister of Economic Development

In June 2022, the chairman Governments of the Russian Federation Mikhail Mishustin signed a decree approving Maxim Kolesnikov as Deputy Minister of Economic Development. Prior to that, he headed the department of economic sectors. Ministry of Economic Development

Maxim Kolesnikov, having become the deputy head of the department, will oversee in it:

  • Department of Economic Sectors, whose duties include analysis of the state and assessment of development prospects, restrictions and opportunities for the development of economic entities in certain sectors of the economy;
  • the Department for the Development of the Digital Economy, which ensures the fulfillment of the function assigned to the Ministry for the implementation of the federal project "Regulatory Regulation of the Digital Environment" of the national program "Digital Economy of the Russian Federation";
  • the Department of Strategic Development and Innovation, which develops, approves and implements strategic planning documents in the innovation field, as well as oversees Rospatent and the intellectual activity results management system. Among the key tasks of the department is the development of artificial intelligence, the development of new high-tech industries (ensuring the implementation of agreements of intent between the Government of the Russian Federation and state-owned companies and corporations for the development of certain high-tech areas), creating innovative scientific and technological centers, developing territorial clusters and foreign economic cooperation in the field of innovation, coordinating the activities of development institutions in the field of innovation and implementing the National Champions project to support private high-tech leading companies, promoting innovation, promoting the development and implementation of innovative development programs for companies with state participation.[1]
