2022: Testing the technology of exchange of electronic powers of attorney through the blockchain platform of the Federal Tax Service of Russia
The Federal Tax Service and the Russian Post signed a roadmap for testing a unified technology for exchanging machine-readable electronic powers of attorney through the blockchain platform of the Federal Tax Service of Russia. This was announced on June 15, 2022 to TAdviser by representatives of the Russian Post. According to them, the distributed registry network node will start working in the Mail.
A machine-readable power of attorney (MCD) is an XML document certified by a qualified electronic signature of the head of the organization. It is expected that the technology will make the turnover of powers of attorney more efficient and secure, increase the speed of interaction between Post Office employees and counterparties. Participation in the experiment will allow the company, together with other organizations, to ensure the storage and convenient handling of MCD issued by the Mail. Also, the risks that employees can act on canceled or invalid powers of attorney will disappear.
In the future, the Russian Post plans to introduce the MFD in the blockchain platform of the Federal Tax Service of Russia, which will simplify the interaction of customers with the company. This will allow you to build a document flow without the need to attach a copy of the power of attorney each time.
As noted, tax the Federal Service launched an approbation experiment technologies for exchanging machine-readable powers of attorney in September 2021. According to No. 443-FZ (dated 30.12.2021 No. 443-FZ "On Amendments to Certain Legislative Acts") of the Russian Federation The mandatory use of machine-readable power of attorney is introduced on January 1, 2023. Therefore, the Federal Tax Service of Russia extended until the end of 2022 an experiment to test the prototype of the machine-readable power of attorney application on its digital platform based on a distributed registry. blockchain
The distributed registry technology helps to promptly notify all participants in the blockchain network of a change in the status of an electronic power of attorney and not attach it to each document. The information systems of the Federal Tax Service of Russia not only allow you to check the authority of the signatory, but also provide a data network for users.
