2022: Loan to Replace Ash Catcher

The Expert Council of the Industrial Development Fund approved the Baikal Energy Company (part of En + Group) a loan for 351 million rubles under the Environmental Projects program. The loan funds will be used to replace the ash-collecting plant of the boiler unit at the thermal power plant in the Irkutsk region. AHG announced this on August 2, 2022.

With the involvement of a loan from the FRP, the company will replace the gold-collecting plant on the city TETs-6. It is the main source of thermal energy for the housing and communal sector and industrial enterprises of Bratsk - one of the participants in the federal project "Clean Air." The implementation of the project will reduce the harmful impact on the environment in Bratsk and will contribute to the implementation of tasks within the framework of the national project "Ecology."

Under the Environmental Projects program, the Fund provides preferential loans at 1% and 3% per annum for up to 1 billion rubles for projects to minimize the negative impact on the environment, reduce emissions of hazardous pollutants, and build and modernize treatment facilities. Replacing the ash-collecting plant of the CHPP boiler unit with a more efficient electric precipitator will reduce ash emissions into the atmosphere by 50%, - said Roman Petrutsa, director of the FRP.

The Environmental Projects program affects two federal projects within the framework of the Ecology national project: Clean Air and Volga Health Improvement. Within the framework of Clean Air, projects implemented at facilities included by Rosprirodnadzor in the list of quoted facilities can receive a preferential loan. As part of the Volga Rehabilitation, enterprises located on the territory of the subjects participating in the federal project and discharging contaminated water into the Volga and its tributaries can receive a loan from the FRP.

For example, the Ministry of Industry and Trade of Russia through the Industrial Development Fund provides preferential loans to support projects of industrial enterprises aimed at implementing measures to reduce emissions of pollutants into the air in industrial centers of Russia within the framework of the federal project "Clean Air." Enterprises continue large-scale reconstructions, eliminate or reconstruct emission sources. By the end of 2021, the decrease in pollutant emissions amounted to more than 100 thousand tons. Since 2018, En + Group has been involved in the implementation of a comprehensive plan to reduce air emissions within the framework of the national project "Ecology" and the federal program "Clean Air." Bratsk is one of the key cities in which we are implementing a long-term program to modernize gold collectors. Supporting the FRP in the form of providing a targeted loan on preferential terms is an opportunity to implement another major environmental project. En + Group was the first in the region to use this tool, which will significantly improve the environmental situation in Bratsk. We consider this project as a pilot and intend to subsequently replicate such experience with the Fund to other facilities and cities, "said Mikhail Hardikov, head of the En + Group energy business.
