The Ministry of Agriculture will spend 716 million rubles on the redesign of the IT system for accounting tractors and its transfer from Windows to Linux

In the summer of 2022, AT Consulting won a tender for the development of the federal state information system for accounting and registration of tractors, self-propelled vehicles and trailers to them (FSIS USMT[1]Modernization of the FSIS USMT will cost the Ministry of Agriculture 716 million rubles. The project is due to be completed in December 2023.
It follows from the terms of reference that it is supposed to almost completely redesign the system, create new modules and implement new functionality. Moreover, the TA provides for import substitution of decisions previously used in the FSIS USMT. Thus, the system being created should be implemented on the basis of DBMS running Linux OS and built on the principle of a microservice architecture.
Recall that the FSIS USMT was created for the Ministry of Agriculture in 2015 by the company "ATI" on behalf of the Chairman of the Government of the Russian Federation Dmitry Medvedev (dated March 11, 2014). The price of the system at that time was not disclosed, but already in 2015 a tender was announced for its development, with a maximum purchase amount of 15 million rubles. In 2016, the Ministry of Agriculture signed a contract with Riems for 13.95 million rubles. In 2016, another tender for the development of FSIS USMT was announced, it was won by the developer of the ATI system, who asked for 58.3 million rubles for his services. In 2019, the Ministry of Agriculture announced another tender for the development of the state system, in which the Aitimatika company won, declaring the amount of 34.4 million rubles.
Against the background of past competitions, the new modernization of the FSIS USMT is more expensive not even at times, but by an order of magnitude. However, the subject of the contract has changed significantly, in fact, in the summer of 2022, the Ministry of Agriculture decided not so much to modernize the system as to create it from scratch. So previous versions assumed the use of Microsoft SQL Server DBMS and Windows Server.
In addition, previous versions of the FSIS USMT were focused on interdepartmental information exchange using SMEV and consolidation of vehicle data within a single system. The new version of GIS involves the provision of services to citizens, including a proactive reminder, the creation of a mobile application and the introduction of legally significant electronic document management.
In the TA, the main goals of the system development are called:
- formation of a unified state information resource in the field of technical condition and operation of self-propelled machines and other types of equipment;
- ensuring the transition to legally recognized electronic document flow during the interaction of citizens, states and organizations, including the elimination of technical restrictions on the use of electronic reporting;
- Unify and structure data to increase its availability when used in public administration;
- creating conditions for monitoring the technical condition and operation of equipment, providing stakeholders with information for analyzing summary data;
- Increase the speed of providing electronic data to interested FNIV and RNIV;
- reduction of financial and labor costs when making requests by the bodies of the State Technical Inspectorate of the constituent entities of the Russian Federation for the provision of public services and the implementation of control (supervisory) functions, including by transferring part of the document flow from paper to electronic form;
- reducing the time required to complete the documentation for the equipment;
- ensuring the integration of departmental systems to achieve greater efficiency and comfort for citizens and businesses when using digital services;
- Reduce the time required to complete control activities.
