2022: Rosatom acquires control at AT Consulting
Rosatom represented by RuSat - Digital Solutions LLC acquired a controlling stake in the AT Consulting group of companies. The case of violations in the creation of the IT system of the Ministry of Internal Affairs was terminated due to the lack of corpus delicti in the actions of the participants

On October 18, 2017, the head of the departmental NGO "Special Technology and Communications" Andrei Nechaev was arrested. AT Consulting is one of the key contractors for the ISOD system implementation project, and Sergey Shilov is its main designer. The investigation believed that Nechaev paid for the work in progress, and saw this as a corruption component. However, during the case, as the Kommersant newspaper wrote with reference to its sources, none of the experts involved by the investigation was able to unequivocally establish whether payment was made ahead of schedule or in a timely manner. According to most experts, the ISOD system as a whole was launched on time and already in 2016 the police of the whole country began to use it. At the same time, according to the terms of the concluded contract, the system continues to be modernized later.
Thus, on April 20, 2018, Sergei Shilov was released from jail and transferred to house arrest, and in April 2019, the Investigative Committee completely dropped the charges against him and all previously imposed restrictions. The criminal case was terminated due to the lack of corpus delicti in the actions of the participants. AT Consulting continued to work on the implementation and development of ISOD components.
How AT Consulting customers and lenders responded to wrongful allegations against the company
The information background that has developed in connection with the arrest of AT Consulting founder Sergei Shilov complicates the conclusion of new contracts and discussion of future transactions, and financial institutions have revised the terms of lending to the company. Crimean Supreme Court finds AT Consulting innocent of corruption
AT Consulting's cassation appeal to the Supreme Court of the Republic of Crimea against the decision of the judge of the Central District Court of Simferopol to find AT Consulting guilty of committing an administrative offense under Part 1 of Article 19.28. Revenue growth by 19% to RUB 12.3 billion
