SMART-KIT is the platform with the open code for creation of information systems for authorities. According to statements of developers of a product, when using SMART-KIT on creation of IT systems ordinary specialists can perform the main volume of operations, and the share of the works requiring participation of expensive program developers makes no more than 20%.

Access to a repository of the ready systems which can adapt under individual needs is provided. Development of the interface forms is automated.

The special visual editor automates development of the interface forms which makes 80% of labor costs for creation of a system. Operational implementation and setup of systems.

Making changes in the program can be performed "on the fly", without reset. It considerably accelerates implementation and setup of systems directly in a workplace.

All data are described and classified by a number of standard criteria that allows to integrate different information systems.

The open source code allows to make necessary completions by forces of departments, and the model of crowdsourcing gives the chance to use developments of other regions and authorities.

It becomes as easy as, for example, creation of the presentation in Power Point: we take a ready template, we fill with the necessary elements, we establish connection between them, we save … At the exit we receive the simple, but quite effective IT system of this or that department allowing to reduce manual work of government employees thanks to the translation of data in an electronic form and their hands-off processing".

Other important feature of the Smart-Kit platform consists that it is executed based on the open source (OS). According to developers, it, first, exempts departments from need to regularly purchase licenses and saves budgetary funds. Secondly, the open source code gives the chance to departments independently to make any changes in software. It considerably simplifies completions of systems at emergence of new regulatory requirements.

2015: The AT Consulting Siberia project in the field of regional informatization received the state grant in the amount of 10 million rubles

The AT Consulting Siberia company, the resident of the Novosibirsk Academpark, won in January, 2015 tender for the state joint financing of the innovation project. As the organizer of tender within the "Economic Development and the Innovation Economy" state program the Fund of assistance to development of small forms of the enterprises in the scientific and technical sphere acted, said in the statement of AT Consulting.

The innovation project "AT Consulting Siberia" is aimed at the development of the software platform of Smart-Kit intended for creation of information systems of authorities. The grant provided to the AT Consulting Siberia project makes 10 million ruble. Not less than 10 million more ruble are in addition invested by the company. More than 500 innovation projects from all regions of the Russian Federation participated in the competition held in December, 2014. According to the results of selection 168 of them got a financial support from fund.

The platform is already applied in Zabaykalsky Krai where on its basis the uniform regional data model is created and work of a number of departments is automated. The received grant will allow to expand functionality of a product during 2015. Besides, in Academpark the cloud storage of the ready IT systems developed on the Smart-Kit platform will be created. It is planned that information systems for all industry departments will enter it. Access to storage will be open for all regions using Smart-Kit. According to the CEO of Academpark Dmitry Verkhovod, it will bring regional informatization to new level, will allow regions to exchange successful program developments easily.
