In 1982 graduated from mekhaniko-mathematical faculty of the Novosibirsk State University (NSU)

Finished a postgraduate study in 1987. In 1989 defended the dissertation. Candidate of Physics and Mathematics.

Since 1992 CEO of the external economic scientific and technical association "KASSI"

Since 1995 the deputy CEO "The Novosibirsk fatty plant", and since 1997 - the CEO.

Since 2000 - the deputy head of administration of the Novosibirsk region, the Chairman of the Committee on management of state property;

Since 2004 director of the West Siberian regional branch "Siberia Airline

Since 2005 - the Siberian Branch of the Russian Academy of Science managing affairs.

Since 2009 — the CEO of "Technopark of the Novosibirsk Campus".

Since October, 2012 - the member of Expert advice on development of the industry of IT at the Ministry of Telecom and Mass Communications of the Russian Federation.

2016

The planned departure from the job of the CEO of Academpark

On October 27, 2016 the governor of the Novosibirsk region Vladimir Gorodetsky announced Dmitry Verkhovod's dismissal planned in the nearest future from the CEO's position of "Technopark of the Novosibirsk Campus" (Academpark).

We prepared the solution to replace management of technopark. The decision will be made in the nearest future — Gorodetsky said. — Reconfiguration of work and in the relations with the Siberian department of RAS, both with Novosibirsk State University, and with deputy corps is required.

The governor did not call the applicant for a position, having noted that the decision will be made by shareholder council.

According to regional editions, the decision on dismissal was preceded by check of activity of Academpark by control Accounts Chamber of the Novosibirsk region. Writes about it, for example, the Kontinent Sibir edition^[1]. After check in PCB said what about basic violations in Academpark of the speech does not go, but based on audit several serious claims were formulated. Also in the audit report it was said that the development strategy of technopark for the next three years due to the investment attraction of the resident companies in construction of new objects is not developed and also the redemption of the objects of the park constructed at the expense of budgetary funds and own means of society writes Continent of Siberia. One more regional edition - Taiga.info - mentions^[2]that at the June session of Legislative Assembly deputies criticized the management of the park for the transaction on sale of the Center of the nanostructured materials of Plasmochemical Technologies company (OCSiAl S.A affiliated firm as which main investor the Rusnano state corporation acts) for 344 million rubles.

Dmitry Verkhovod then answered deputies that the company made own investments in reconstruction of the empty warehouse, and the position of the authorities threatens with leaving of the largest investor, but the regional government suspended the transaction. The new assessment which is carried out according to the order of the governor increased cost to 383.9 million rubles, writes the edition.

Residents of Academpark supported Dmitry Verkhovod

Residents of "Technopark of the Novosibirsk Campus" (Academpark) prepared the open letter directed to the governor of the Novosibirsk region Vladimir Gorodetsky in whom expressed a protest against Dmitry Verkhovod's dismissal. The letter was distributed by Date Ist company, one of residents of technopark, soon after emergence of the message about the planned Verkhovod's dismissal. In total the protest was supported by about 80 people representatives of the different companies, follows from the letter.

Authors of the letter note that Academpark – the largest and one of the most successful scientific and technology parks of the country created according to the state program. At the same time there are more than a half of investments made in its creation, are private investments of the companies.

Today, on October 27, you announced change of management of Technopark of the Novosibirsk Campus. This decision is made without participation of representatives of the innovative companies. We invested heavily in creation of objects of Academpark, having connected development plans for the business with the infrastructure which is successfully created here, said in the open letter to the governor. - Besides, most of us are shareholders of the settlement under construction for the staff of the resident companies of Technopark. Thus, the Technopark created here influenced our solution to build not only business, but also the life in the Novosibirsk region. Our financial investments were made including thanks to the decent and accountable governance which is realized by Dmitry Verkhovod and his command.

This solution is result of confrontation of legislative and executive branches of the power of the Novosibirsk region, residents of Academpark are sure. Even preliminary discussion of results of work of Academpark on committees of Legislative assembly of the Novosibirsk region was conducted behind closed doors without participation of representatives of the public and the press, they say in the letter. According to authors of the letter, such actions a part of deputies destabilizes an economic situation in the region and undermines confidence of business to the power.

Meaning further development of the innovation economy of the region and productive development of Technopark of the Novosibirsk Campus and also on the eve of start of the project of a megacluster dismissal of the head of Technopark looks more than strange, accepted under pressure of forces which are taking care not of development of the region, and for the solution of "interests", said in the letter.

With respect thereto residents ask the governor to postpone the solution.

We suggest to discuss openly it with you at a general meeting. We consider that such issues should be discussed publicly. The decision on management of technopark should be made only with participation of residents of technopark, the innovation, scientific and high school community, - residents of Academpark address the governor in the letter.

2017: Dismissal, results of work and plans

On January 30, 2017 became the last day of work of Dmitry Verkhovod in Academpark in Novosibirsk. This day at a press conference he summed up the results of the activity as the CEO and told about plans for the near future.

According to Verkhovod, the Academpark at the end of 2016 almost doubled revenue, to 307 million rubles. Net profit was 102 million rubles. He noted that for the first time for all the history the technopark came to profit. Still it was according to plan unprofitable, during the different periods showed a loss around 30-40 million rubles, Dmitry Verkhovod told.

At once after dismissal to the Leader not less than 10 offers on work from Astana, Vladivostok, Tomsk, Moscow, the Crimea and other regions arrived. It inclines to one of them: The leader intends to help development of the Kazakhstan technopark with Astana.

2017: Director of NPPA

In May, 2017 the Russian organizations of the sphere of high technologies in the field of industrial automation announced creation of the Association of Assistance to Development non-profit organization and standardization of management systems on the basis of the industrial Internet of NPPA ("National Platform of Industrial Automation" association) which registration is complete in head department of the Ministry of Justice of the Russian Federation across the Novosibirsk region. Dmitry Verkhovod is appointed the director of association.
