Vladimir Putin signed a law on remote business checks through a mobile application
On December 28, 2024, the president Russia Vladimir Putin signed a law aimed at improving the organization and implementation of state control. The document, among other things, provides for the possibility of performing remote business checks through a special mobile application "Inspector."
It is said that an inspection visit, an on-site check, a raid inspection can be carried out using remote interaction means, including using video conferencing and the Inspector application. When appointing an inspection in a remote mode, the verifiable receives a notification about the event, indicating the date and time and a brief instructions for connecting on a single portal. You can log in to the Inspector application through Public services. During a remote check, an entrepreneur can demonstrate his object via video link, provide photo and video materials. The content and the results of the verification are confirmed by an electronic signature, and then stored in the system.
The draft law establishes the obligation to maintain a list of control objects taken into account as part of the formation of an annual plan of control (supervisory) measures through a single register. Information on all issued orders will be entered into the control registers. The inspector will not be able to check without entering data into the information system of control and supervision, which is integrated with the resources of the Prosecutor General's Office.
In addition, it provides for the right of the controlled person to refuse the inspector access to the objects of control and to take other measures to implement the control measure if the documents drawn up by the supervisory authority do not have or incorrectly have a two-dimensional bar code provided for by the rules for the formation and maintenance of a unified register of control measures.[1]
Roskomnadzor, Ministry of Industry and Trade, Ministry of Construction and FSSP connected to the Inspector service
In August 2024, it became known that as part of an experiment to introduce a system of remote control over the activities of companies, seven federal departments joined the Inspector mobile application at once, including Roskomnadzor, the Ministry of Industry and Trade, the Ministry of Construction and the FSSP. This step is aimed at increasing the efficiency of state control and reducing time and labor costs on the part of both inspectors and companies. Now ten federal structures will be able to conduct inspections without the need to go to the facilities, which significantly speeds up the process and reduces the burden on the business.
According to Kommersant, the pilot project using the Inspector application covered only the Ministry of Emergencies, Roszdravnadzor and Rostekhnadzor. For the period from April to July 2024, these departments conducted 355 remote checks, including inspections, surveys, requests for documents and preventive visits. The experiment showed that the use of video communication allows you to conduct up to three checks a day, which is several times faster than the traditional departure of inspectors to the places. The introduction of such technologies, as noted by Deputy Prime Minister Dmitry Grigorenko, makes it possible to transfer a significant part of control measures to a remote format without loss of quality and with improved transparency of procedures.
The Inspector application implements the functions of tracking geoposition, detecting attempts to replace geolocation, as well as maintaining photo, video and audio recordings. These materials are stored on secure servers and are available for five years for both regulatory authorities and companies, which simplifies the process of appealing the results of inspections. By introducing a digital tool, the process of interaction between business and inspectors becomes more comfortable and transparent, while reducing the risks of corruption.[2]

On August 18, 2022, the Ministry of Digital Science of Russia, together with the Ministry of Digital Development of Economic Development and Trade, launched technology for remote business inspections as part of the pilot.
To reduce the administrative burden on business, digital tools in the field of control and supervision are being actively introduced. One of these tools was a solution for remote inspections during licensing. The solution includes a service for applying for a license on Public services, a typical cloud solution for control (supervisory) activities, where all data is processed, and the Inspector mobile application with a checklist for online verification. The mechanism will save time for specialized bodies on field inspections, makes it more convenient and transparent to obtain licenses for business, "said Russian Deputy Head of the Ministry of Digital Development Oleg Kachanov. |
How does it work
- The business owner submits an application to the Public services for obtaining permits (licenses);
- The application from the portal enters the LPC TOR system and is processed by the inspector;
- The Inspector shall send a notification to the applicant for the Public services indicating the date and time of verification of compliance with the necessary requirements;
- The applicant downloads the Inspector mobile application (a link to it will come along with a notification on Public services) and at the appointed time connects to a remote check AEROSPACE FORCES via the application;
- After verification, the results will come to the applicant's personal account at the Public services.
