2023: System Launch

The Ministry of Economic Development of the Russian Federation has begun pilot testing of the state information system (GIS) "Rulemaking," which should become a single environment for interaction between all participants in the preparation of legal acts. This became known in mid-June 2023.

Lev Gershanok, director of the legal department of the Ministry of Economy, told Kommersant that the new platform will make it possible to simultaneously work on the document at once to all interested departments. This algorithm will not replace humans, but will reduce costs and simplify "mechanical" work, he said.

Pilot testing of GIS "Rulemaking" has begun

The representative of the Ministry of Economic Development, in addition to working together with the text of legal acts, the platform provides for the automatic formation of tables for accounting for comments and disagreements.

The main difference between this platform and the regulation.gov.ru portal, where draft legal acts are published for public discussion by June 2023, is its closure. The new system - GIS "Rulemaking" - is intended only for those who take part in the development of future laws, that is, for officials and expert organizations.

According to the draft resolution, GIS "Rulemaking" will be integrated with portals of regulation.gov.ru, open data, pravo.gov.ru, with the state electronic document management platform GosEDO, as well as by decision of the operator - with other systems and resources. In "Rulemaking," the creator of the draft act can involve co-authors in the development of the document, coordinate it with the authorities and then send it to the regulation.gov.ru. The new GIS will ensure the passage of the full life cycle of the draft legal act.

It is assumed that in August 2023 other federal departments will join the testing of the GIS "Rulemaking[1]

2022: The beginning of the creation of the system for 286.6 million rubles

On August 22, 2022, it became known about the creation by the Ministry of Economic Development of the Russian Federation of a new state information system, which should become a single environment for interaction between all participants in the rule-making process in the preparation of legislative decisions. The platform was called "Rulemaking," it is planned to spend 286.6 million rubles on its development.

According to the publication, in accordance with the contract, which involves four stages, GIS "Rulemaking" should be created by September 30, 2023. Financing of the work will be carried out at the expense of the federal budget.

As follows from the technical assignment, the need to create a new system is explained by the fact that so far the exchange of paper documents remains the main way of interaction between departments during conciliation procedures by August 2022, which "significantly lengthens the total period for preparing NPA projects." Execution of documents on paper does not allow all participants in the rule-making process to work with their current versions and make adjustments, since changes to one participant become available to another only when the project developer NPA sends him a new version.

It is noted that the regulation.gov.ru website, which is the main source of information on the preparation and adoption of NPA projects by government agencies, is not suitable and does not allow proper traceability, working with versions and joint editing of documents, is explained in the materials of public procurement.

"Rulemaking" will be integrated with the current systems - regulation.gov.ru, pravo.gov.ru and others, a representative of the Ministry of Economy told Vedomosti. The new GIS will be compatible with the Linux family of operating GIS. The system will also have its own text editor, according to the ministry.[2]
