In mid-September 2022, it became known that Sber had chosen Chinese manufacturers to supply servers instead of domestic companies. We are talking about a tender in the amount of $128 million (about 7.6 billion rubles), which was held at the end of August 2022.
According to RBC, Russian KNS Group (produces servers under the Yadro brand) and Aquarius, as well as Chinese Lenovo, Inspur and Huawei participated in the auction. However, Sber disqualified Russian applications, saying that their products did not meet the technical requirements necessary for the bank.
The representative of KNS Group confirmed that Sberbank informed them about the rejection of the application on the basis of "non-compliance of the application with one of the requirements." Representatives of Aquarius, Huawei and Lenovo declined to comment at the request of the publication.
Information about the competition was confirmed by the head of the Competence Center for Import Substitution in the ICT Sector (CKIT), established by government decree, Ilya Massukh:
{{quote 'The competition was announced with a preference for Russian companies: if such applicants participate in the auction, the price offer of foreign applicants should be increased by 30%. Unfortunately, Sber for biased reasons rejected the proposals of Russian applicants, and only suppliers of Chinese products remained in the competition. At the same time, when concluding a contract with suppliers of Chinese equipment, Sberbank is obliged to reduce the price offered at the competition by 30%, we plan to track this fact. }} According to the RBC director (Associations of Russian Developers and Manufacturers electronic engineers ARPE), Ivan Pokrovsky now it is time for state-owned companies "to reorganize purchases, that is, to abandon procurement tenders with a benefit at the moment, and to plan supply chains not only supplies, but also technical support in anticipation of long-term sustainability."[1]
